Cultural Resource Historic Properties Treatment Plan for BK -2-082818 Colowyo Coal Company
The unit(s) will be excavated in 10 cm arbitrary levels within natural stratigraphy. All removed
matrix will be screened through % inch wire mesh and all artifacts collected from the screen. The
backdirt pile will be established in areas already disturbed and/or determined to be culturally
sterile. The back dirt will be returned to all completed 1 by 1 m units at the end of data recovery
work. Each 1 by 1 m unit will be excavated below ground surface until either two 10 -cm culturally
sterile levels are encountered or the PI determines further excavation is unwarranted.
3.2.3.2 Feature Excavation
The discovered feature, and any additional features, will be excavated using standard excavation
methods. First, the entire horizontal extent of feature will be exposed. The exposed feature will
be mapped, photographed, and a feature form will be started. Once initial documentation is
completed, the feature will be excavated by quarters within 10 cm arbitrary levels in
natural/cultural stratigraphy. Profile maps will be completed after each quartering. Bulk feature fill
samples will be collected for the entire feature for laboratory processing and analysis.
3.2.4 Continued Monitoring
Once the above data recovery efforts are completed, Tetra Tech will monitor Colowyo completing
mechanical topsoil removal of the remaining sediments for the culvert to determine if any features,
living surfaces or artifacts are still present within the area of the discovery. Tetra Tech's monitor
will inform Colowyo of additional discoveries within the site; however, data recovery efforts will
immediately proceed under the site's HPTP. Additional discoveries at the site will be handled
using the same methods outlined in this HPTP.
3.2.5 Communication During Field Work
During field work, Tetra Tech's PI will provide regular updates regarding work progress to
Colowyo points of contact to be passed along to OSMRE and DRMS as needed. The progress
reports will be in email form with updates on investigation progress, completed tasks, and
summary of the findings since last communication.
3.2.6 Archival/Reference Research
Tetra Tech will continue archival research throughout the HPTP's execution. The research will
focus on regional specific research and reporting that could support interpretations of the
recovered data. The research will help support discussions of its place in the regional cultural
chronology and its utilization history. In addition to published research, cultural resource
management technical literature will also be reviewed since much of the archaeological work in
northwestern Colorado has been driven by defined cultural resource undertakings.
3.2.7 Incidental Discovery. Human Remains and funerary objects
Though not anticipated, if human remains and/or funerary objects are encountered at any point
in the investigations, all work near the discovery will be halted and Colowyo personnel will be
notified. The same personnel will immediately notify the Moffat County Sheriff ((970) 824-4495).
The OSMRE cultural resources specialist ((303) 293-5016) will also be contacted as soon as
possible. The Sheriff's office will determine if the find is forensic in nature. All field work will be
suspended until law enforcement has approved the work to proceed. If the find is non -forensic
and the find is determined to be ancient human remains, work will proceed in consultation with
OSMRE and DRMS and in consultation with Office of Archaeology and Historic Preservation
Tetra Tech June 29, 2018 8
