The inspection was conducted aerially by Harry Ranney and the report prepared <br />by me, Robin Reilley of the DRMS. Skies appeared clear but hazy. Demolition of the site <br />continues with disposal of the materials progressing in a timely fashion. Main haul roads <br />appeared in good repair, no offsite hydrologic or air quality issues were detected in the imagery. <br /> <br />UPCOMING PERMITTING ACTIONS: <br />o Phase I, II and III bond release of Utah Track and the Williams Fork strip pit <br />o Technical Revision of the Reclamation Plan <br /> <br />INSPECTION: <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br />Reclamation is underway as permitted, with many of the facilities already demolished. Most <br />ponds will be reclaimed, as over the course of the year they do not retain water. With the <br />exception of a vehicle storage building, facilities will be demolished and hauled away. ColoWyo <br />wishes to preserve access to the site to maintain their railroad spur that runs through the site. <br /> <br />ROADS- Rule 4.03 <br />Construction 4.03.1(3) I 4.03.2(3); Drainage 4.03.1(4) I 4.03.2(4); Surfacing and Maintenance 4.03.1(5) <br />and (6) I 4.03.2(5) and (6); Reclamation 4.03.1(7) I 4.03.2(7): <br />o Main haul roads in and around the site appeared stable and adequately maintained. <br />o No fugitive dust was apparent at the time of inspection. <br /> <br />HYDROLOGIC BALANCE- Rule 4.05 <br />Drainage Control4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring4.05.13; Surface Water <br />Monitoring 4.05.13; Drainage- Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream <br />Buffer Zones 4.05.18: <br />o Ponds observed appeared dry. <br />o A stream buffer zone exists along the Williams Fork River, it appeared that <br />reclamation activities were taking place adequately outside the stream buffer zone, in <br />particular the demolition of the silo.
