The inspection was completed by
Clayton Wein of the Division of Reclamation, Mining and Safety (the Division). Scott Wanstedt of Blue
Mountain Energy (BME) accompanied the inspection. The weather was clear with a tempera ture of 95 degrees F.

Due to tecnical issues the photographs taken during the inspection were not saved by the camera; therefore no
photographs are included with this inspection report.

FISH and WILDLIFE – Rule 4.18:
During the inspection of the Refu se Pile RP-2/3/4, a group of 5 Antelope were spotted on the top of the
pile. The c attails had begun to encroach on the trash rack over the primary
spillway. The cattails at the time did not affect the spillway’s ability to function. The ditch leading into the east
side of the pond was filled with cattails and sediment. The water flowing through tis ditch was becoming
constricted. The Division recommends cleaning out this ditch in the fall as a part of the seasonal maintenance.
The PP-1 and PP-2 Ponds are used for the Processing Plant. Both ponds were stable and had well vegetated
embankments. There were no erosional features identified. The ditches throughout the main facilities area were
