The inspection was completed by <br />Clayton Wein of the Division of Reclamation, Mining and Safety (the Division). Scott Wanstedt of Blue <br />Mountain Energy (BME) accompanied the inspection. The weather was clear with a tempera ture of 95 degrees F. <br /> <br />Due to tecnical issues the photographs taken during the inspection were not saved by the camera; therefore no <br />photographs are included with this inspection report. <br /> <br />FISH and WILDLIFE – Rule 4.18: <br /> During the inspection of the Refu se Pile RP-2/3/4, a group of 5 Antelope were spotted on the top of the <br />pile. There was one Antelope seen in the east cell of the RP -2/3 Pond. An osprey was spotted on top of a power <br />pole during the inspection of the Raw Water Lagoon. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The primary focus of the partial inspection was on the drainage systems and ponds at the Deserado Mine. <br />There are 3 ponds located at the main facilities area: the DP -1 Pond, the PP-1 Pond and the PP-2 Pond. The DP -1 <br />Pond collects all of the runoff from the main facilities area. The pond embankment was stable and well vegetated. <br />There were no indications of erosion. The c attails had begun to encroach on the trash rack over the primary <br />spillway. The cattails at the time did not affect the spillway’s ability to function. The ditch leading into the east <br />side of the pond was filled with cattails and sediment. The water flowing through tis ditch was becoming <br />constricted. The Division recommends cleaning out this ditch in the fall as a part of the seasonal maintenance. <br />The PP-1 and PP-2 Ponds are used for the Processing Plant. Both ponds were stable and had well vegetated <br />embankments. There were no erosional features identified. The ditches throughout the main facilities area were
