The inspecion was <br />completed by Clayton Wein of the Division of Reclamation, Mining and Safety (the Division). Tonya Hammond <br />of Snowcap Coal Company (SCC) was pesent for the inspection. The weather was cloudy with a temperature of <br />90 degrees F. The ground conditions wer e dry. <br />FISH and WILDLIFE – Rule 4.18: <br /> During the inspection of the mine site, deer scat was observed in several different locations. The scat was <br />evidence that the approved post-mining land use of fish and wildlife habitat is being supported. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Rapid Creek was observed to be dry at the time of the inspection. No water was observed to be flowing <br />into the headgate belonging to one of the land owners. The trenches on Tract 71 were observed to be dry. There <br />was also no water observed to be flowing to the Carey “Pit”. A new surface disturbance created on land owned by <br />Mr. Fontanari was observed during the inspection. The disturbance was located east of the Carey “Pit” and the <br />landowner’s storage area. There have been several rows excavated. The rows all trended from the southeast to the <br />northwest. The rows were approximately 12 to 16 inches deep (Photo 1).
