Exhibit "D" <br /> Reclamation Plan <br /> 6.3.4 Reclamation Plan: <br /> The purpose of the Reclamation Plan is to describe the timing, procedures,criteria and <br /> materials that will be used to reclaim the affected land to the proposed future land use. <br /> This Plan must be correlated to Exhibit E -Map. The description of the Reclamation Plan <br /> must be adequate to satisfy the requirements of Section 3.1 and demonstrate compliance <br /> with Rule 3. At a minimum,the Application shall include the following information: <br /> (1) The Operation/Applicant has prepared a reclamation plan that addresses the <br /> following items; final grading, which includes drainage, seeding, fertilizing,vegetation, <br /> and topsoil replacement as necessary to achieve the future land use. The plan is based on <br /> traditional reclamation practices. <br /> (a) Specify at what point in the mining plan and to what depth(s) overburden <br /> will be replaced in relation to ongoing extraction: <br /> This is a borrow operation. No overburden shall be removed or replaced. <br /> (b) Specify the maximum gradient of the reclaimed slopes(horizontal: vertical). <br /> If the Application proposes slopes steeper than 3:1,the Operator/Applicant <br /> must include a justification that supports steeper slopes for the proposed post <br /> mining land use, and demonstrates compliance with the applicable performance <br /> standards of Section 3.1: <br /> All reclaimed slopes will be 3H.-1 V or less. The pre-mining slopes are being reduced <br /> as a result of the borrow operation. The reduction of area slopes will benefit the post <br /> mining land use,rangeland. <br /> (c) Specify the measures that will be taken to revegetate the site,if applicable, <br /> including: <br /> (i) State the thickness of the plant growth medium to be replaced. Sample <br /> and analyze available soils sufficiently to establish quantity and quality: <br /> Plant growth medium will be replaced to an average depth of 12 inches. Given the <br /> quality of the available topsoil, no soil analyses are proposed. <br /> (ii) State at what point in the mining plan the site will be seeded. Explain <br /> how the seedbed will be prepared to eliminate compacted conditions. State <br /> the type, application rate,and soil incorporation methods of fertilizer <br /> application, if any: <br /> Topsoil replacement will be done when ground conditions are appropriate and <br /> soon after regrading is complete. The subgrade will be loosened by using either a <br /> disc or plow, dependent upon the amount of compaction. Once topsoil is replaced, <br /> 42 <br />
