(10) All mined material to be disposed of within the affected area must be <br /> handled in such a manner so as to prevent any unauthorized release of <br /> pollutants to the surface drainage system: <br /> All mined material will be handled in such a manner so as to prevent any unauthorized <br /> release of pollutants to the surface drainage system. All stockpiled material will be <br /> located and managed so as to avoid any uncontrolled runoff. All storm water runoff from <br /> the site will be in accordance with the SEMA's Corporate Stormwater Management Plan. <br /> (A Stormwater Permit is only required where an operation has the possibility of a <br /> discharge to state waters from storm water that can come into contact with any <br /> overburden, raw materials, intermediate products, finished products, by products <br /> or waste products located at the site of such operations.) SEMA intends to operate <br /> the site in such a manner that storm water will be prevented from contacting the above <br /> listed items. In the unlikely event where storm water does come into contact with any of <br /> the above listed items, a Stormwater Permit will be obtained. <br /> (11) No unauthorized release of pollutants to ground water shall occur from any <br /> materials mined, handled or disposed of within the permit area: <br /> No ground water pollutants shall be released from the site. SEMA will implement its <br /> Corporate Spill Prevention, Containment and Countermeasures(SPCC)Plan to handle <br /> spilled fuel within the permit boundary. At the present time, SEMA does not intend to <br /> have fuel storage on site. If a determination is made to store fuel on site, a technical <br /> revision will be submitted. <br /> 3.1.6 Water—General Requirements: <br /> (1) Hydrology and Water Quality: <br /> Disturbances to the prevailing hydrologic balance shall be minimized: <br /> (a) Compliance with applicable Colorado Water laws and regulations <br /> governing injury to existing water rights: <br /> SEMA will comply with Colorado water laws and regulations governing injury to <br /> existing water rights. <br /> (b) Compliance with applicable federal and Colorado water quality laws and <br /> regulations, including statewide water quality standards and site specific <br /> classifications and standards adopted by the Water Quality Control <br /> Commission: <br /> SEMA will comply with applicable Federal and Colorado water quality laws and <br /> regulations, including all the standards adopted by the State Water Quality Control <br /> Commission. (Please see items 3.1.5 (10), and(11) above.) There will be no <br /> discharge of process water from the site. The operation will not intercept the regional <br /> ground water table or impact ground water.
