Regional General Permit Notification for Grisenti Farms Gravel Pit Bank Stabilization Project <br /> Fremont County,Colorado <br /> Corps File No.RGP-37 <br /> of uplands and waters of the U.S.and the transition areas between them. Each data point was given a <br /> label that corresponds to a location shown on Figure 2 and routine wetland determination forms <br /> (Appendix B). The following sections contain information on potential surface water connections of <br /> waters in the project area. <br /> Streams, Open Water, and Wetlands <br /> Tributaries to navigable waters are considered waters of the U.S.and are subject to the Corps' <br /> jurisdiction. The Arkansas River is shown on the USGS Florence topographic quadrangle as a perennial <br /> stream. The Arkansas River is considered a traditionally navigable water(TNW)and is a jurisdictional <br /> water of the U.S. The Arkansas River is approximately 125 feet wide within the project area. During the <br /> 2018 site visit, ERO mapped approximately 0.39 acre of stream channel and 0.02 acre of wetlands within <br /> the project area(Figure 2). <br /> Vegetation <br /> One wetland occurs in the project area in a swale above the east bank of the Arkansas River. ERO <br /> collected vegetation data at three locations within the project area to determine if hydrophytic <br /> vegetation was present(Data point(DP)1 through DP3). The one dominant species within the wetlands <br /> at DP1 was reed canarygrass(facultative wetland). Vegetation at DP1 met the dominance test for <br /> hydrophytic vegetation. Vegetation at DP2 was dominated by kochia(facultative upland)and <br /> vegetation at DP3 was dominated by smooth brome(upland)and meadow fescue(facultative upland). <br /> Vegetation at DP2 and DP3 did not meet any of the indicators for hydrophytic vegetation. <br /> Soils <br /> Soil data were collected from three locations in the project area(Figure 2). Soils at DP1 had matrix <br /> colors of 10YR 4/2 and 10YR 3/2 with redox concentrations of 7.5YR 4/6. The hydric soil indicator at DP1 <br /> was redox dark surface. Soils at DP2 had a matrix color of 10YR 3/2 and soils at DP3 had a matrix color <br /> of 10YR 4/2. Soils at DP2 and DP3 did not meet any of the hydric soil indicators. <br /> Hydrology <br /> Hydrology indicators at DPI include geomorphic position and a successful FAC-Neutral test. No <br /> hydrology indicators were observed at DP2 and DP3. <br /> Endangered Species Act Compliance <br /> During the 2018 site visit,ERO assessed the project area for potential habitat for threatened, <br /> endangered,and candidate species listed under the Endangered Species Act(ESA)of 1973,as amended <br /> (16 U.S.C. 1531 et seq.). The Service lists several threatened and endangered species with potential <br /> habitat in Fremont County or with potential to be affected by projects in Fremont County(Table 1). The <br /> project area does not fall within the Service's habitat or survey guidelines for the majority of the species <br /> listed by the Service as potentially being present in Fremont County. <br /> ERO Project#t7141 6 <br /> 12 <br />
