SUNSET STREET, SUITE 1-F <br /> LONGMONT, CO 80501 <br /> RE: SLURRY WALL LINER APPROVAL <br /> BRIGHTON MINE, CENTRAL RESERVOIR, WDID 0203385, <br /> S14/23-T1S-R67W, WATER DIVISION 1, WATER DISTRICT 2 <br /> Dear Jeremy: <br /> The purpose of this letter is to approve the lining of the Brighton Mine Central Reservoir. <br /> The Central Reservoir adjoins the Brighton Mine South Reservoir whose slurry wall liner <br /> was approved on August 19, 2010. The Central Reservoir is located in the E'/2SW'/, <br /> W'/2SE'/4 of Section 14 and the NE'/4NW'/4 of Section 23, all in Township 1 South, Range <br /> 67 West of the Sixth Principal Meridian and is a part of the Brighton Mine Pit (DRMS M- <br /> 1977-436). The slurry wall liner test commenced February 11, 2011 and concluded on May <br /> 19, 2011. A site inspection was performed by our office on February 16, 2011 to review <br /> site conditions and the leak test plan. <br /> Your report dated June 2011 provides the liner summary and 90-day leak test result. The <br /> test data provided indicates that the pit has been lined to the performance standard <br /> referenced in the August 1999 State Engineer Guidelines for Lining Criteria for Gravel Pits <br /> (1999 SEO Guidelines). Meeting the performance standard requires that all water <br /> inflows and outflows for the liner perimeter enclosed area must be accounted for on <br /> a weekly basis. <br /> With this liner approval, Brighton Mine Central Reservoir may be used to store water in <br /> accordance with the 1999 SEO Guidelines.
