Elk Creek Mine (C-1981-022) MT- 7 <br />activities. However, soil on the Sanborn Creek disturbance will not necessarily be replaced to the same <br />original thickness, as discussed in the Topsoil section below. <br />U.S. Steel conducted a vegetation survey of unaffected land adjacent to the surface -disturbed areas for <br />the purpose of developing a reclamation plan for the surface -disturbed area. A native seed mix has been <br />approved which is representative of the adjacent unaffected lands. The surface will be returned to <br />rangeland and wildlife habitat which is the present status of adjacent lands and the pre -mining land use <br />of the disturbed area. <br />In 2005, OMLLC commissioned two new Block Clearances for the Elk Creek and Sanborn Creek Mines: <br />a Class III Cultural Resource Inventory and a Biological Project (wildlife and habitat survey for <br />Threatened, Endangered and Sensitive Species and Management Indicator Species). These studies may <br />be found in Exhibit 2.04-E7 (Vol. 8). <br />Section II - Revisions to the Permit <br />Technical Revision no. 75 (TR -75) was submitted to the Division on 16 July 2013, and found complete <br />on 22 July. TR -75 allowed for the construction an elevated pad for a drill rig, methane pump and <br />monitoring equipment at the sealed and reclaimed Sanborn Creek portal area. The decision due date for <br />TR -75 was extended twice before a decision to approve it was proposed on 5 November, and issued on <br />25 November. <br />Minor Revision no. 106 (MR -106) was submitted to the Division on 27 January 2015, and found <br />complete on 6 February. MR -106 updated the gob vent borehole information and well abandonment <br />reports in the Permit Application Packet (PAP), in order to abate CV -2014-008. The decision due date <br />for MR -106 was extended twice before a decision to approve it was proposed and issued on 30 June. <br />Technical Revision no. 76 (TR -76) was submitted to the Division on 3 August 2015, and found complete <br />on 13 August. TR -76 allowed for changes to the post -mining topography and post -mining land use as a <br />result of the viability and use of the mine's methane for thermal oxidation and electricity generation. The <br />decision to approve TR -76 was proposed on 6 November, and issued on 1 December. <br />Minor Revision no. 107 (MR -107) was submitted to the Division on 22 October 2015, and found <br />complete on 29 October. MR -107 updated the gob vent borehole information and well abandonment <br />reports, and the MSHA approved sealing plan for mine portals and ventilation shafts in the permit file. <br />The decision to approve MR -107 was proposed and issued on 6 November. <br />Minor Revision no. 108 (MR -108) was submitted to the Division on 3 January 2018, and found complete <br />on 11 January. MR -108 updated the PAP with borehole abandonment reports and a landowner letter <br />requesting the retention of some roads. The decision due date for MR -108 was extended three times <br />before a decision to approve it was proposed and issued on April 18. <br />Minor Revision no. 109 (MR -109) was submitted to the Division on 11 May 2018, and found complete <br />on 21 May. MR -109 updated the text of the PAP with information regarding the temporary use of a part <br />of the mine facilities area for staging and office space by a contractor working on Highway 133.
