Excavation, with concurrent backfilling, will take place first. When work is completed in a given
locality, reclamation work (consisting of re -contouring, topsoil replacement, raking, and
placement of felled trees and boulders), will be conducted prior to moving to the next locality.
Seeding would be conducted during the fall as recommended by USFS.
Again, area and volume -wise, over the life of the permit and operation, a maximum of only 2.0
acres of topsoil replacement/final recontour work and seeding and up to 1,000 yards of trench
backfill work would be necessary at the close of each area or season or at the end of the
permit.
Pre-existing access along with two other sections of pre-existing disturbance will be reclaimed,
per communications with the USFS by seeding alone, as the pre-existing disturbance will not
receive any maintenance or repair work by the equipment on site. As is typical for such
reseeding, the surface will be disturbed where the two tracks exist simply by walking the
excavator over them. This usually creates sufficient scuffing of the surface to create a receptive
seed bed for revegetation.
6.3.4. (2) (a)
On the spreadsheet, the hourly cost for a Cat 320C excavator (or equivalent) of $125.00 per
hour is based on the above Nevada SCRE cost basis spreadsheets updated August 2017 and
coincides with costs for similar equipment contracted in Nevada in the spring of 2017. (This
equipment is actually oversized for the reclamation work required, but will give a maximum
cost to reclaim the trenches.) Mobilization — demobilization rates are total costs, round trip
from Colorado Springs to the unloading point. In the table, 'Hours 1' time includes time to walk
the excavator in and out from the unloading point at the hourly operating rate.
One % ton pick-up truck is called for in the table, at a basic daily rate of $100. This has been
broken down to a $50 per day "show up/mob" rate and a modest $5 per hour on site.
6.3.4.(2)(b)
Miscellaneous costs associated with odd jobs at the end of the project would include gate
removal and removal of sediment control materials, if used. A crew of two plus one % ton pick-
up truck could be necessary for approximately 4 days at an estimated cost of $2,500. Together
with the 23.5 % overheads this amounts to approximately $3,100 over and above the costs
presented in the table.
6.3.4. (2) (c)
The additional costs of eighteen and one-half percent (18.5%) of that total (which includes
private contract, typical overhead costs) as well as the five percent (5%) additional cost added
to cover Office Administration costs in the event of bond forfeiture and permit revocation are
already included in the estimated totals tabulated below.
Reclamation Permit Application for Ten Percenter Claim BLM CMC254209
USFS File Code 2810, USFS MPO-2018-004
