Tom Medlin of the Office of Surface Mining <br />and Reclamation Enforcement (OSM), Tony Tennyson representing Tri-State Generation and Transmission <br />Association (Tri-State), Kurtis Blunt and Angela Aalbers representing Colowyo Coal Company (Colowyo) <br />accompained the inspection. The primary focus of this inspection was for bond release as requested through <br />Colowyo’s SL-14 (Phase II and Phase III) application. With SL-14, Colowyo has applied for 822 acres for Phase <br />II and 222 acres of Phase III in the East and West Pit. The weather was clear and ground conditions were dry with <br />a high temperature of 87 degrees fahrenheit. <br />AVAILABILIT Y OF RECORDS – Rule 5.02.4(1): <br />All records are kept on site at the Colowyo Mine’s office building. Please see the Division’s Availability of <br />Records checklist at the end of this inspection report for more detailed information. <br /> <br />EXCESS SPOIL and DEVELOPMENT WASTE – Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The West Taylor Fill was inspected. The excess spoil fill was stable with vegetated slopes. No signs of erosion or <br />stability issues were observed. <br /> <br />FISH and WILDLIFE – Rule 4.18: <br />Approximately 100 head of elk were observed along the East Pit reclamation. Scattered groupings of pronghorn <br />and deer were found throughout the mine site. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10;
