The operator had challenges with Winter and Spring windstorms tearing up the mats, but the <br />operator has repaired the damage and re-anchored the mat. <br /> <br />Drainages at the West mine look good with no erosional features noted. <br /> <br />The Load out pond was dry. The seep on the side of the pond had dried up as well. The coal storage area and <br />associated sediment pond were dry and well vegetated. <br /> <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> The reclaimed refuse disposal area at the East mine is well vegetated. Jointed goatgrass is invading along <br />the RDA access road. The noxious weed has not invaded on the reclaimed RDA yet, but Jointed goatgrass is very <br />invasive. Jointed goatgrass is a winter annual. It is suggested that Bowie Resources flag or GPS locate jointed <br />goatgrass infestations in the field now while it is easily identified, then return and treat in the fall when the new <br />emerging sprouts are best treated. The 100 year collection ditch around the west and south sides of the RDA is <br />well vegetated and functioning well. <br /> <br />As noted in the revegetation section as well, there are Jointed goatgrass beginning to invade on the access road to <br />the west of the “Old Waste Disposal Area”. <br /> <br />ROADS – Rule 4.03 <br />Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6), Reclamation <br />4.03.1(7)/4.03.2(7): <br /> The access road at the East mine continues to be in fair condition. Water bars, and maintenance of the <br />roadside ditches have kept degradation to a minimum. Rock fall on the road has been left to minimize <br />unauthorized access. Due to the narrow nature of the roadway above the reclaimed portal bench, the inspector <br />parked at the “fan level access road” and continued on foot to the reclaimed fan portal. Jointed goatgrass was <br />noted on the access road on the way to the reclaimed fan portal. Bowie Resources will need to manage this goat <br />grass invasion. <br /> <br />The access road at the load out has been maintained and is in fair condition. Jointed goatgrass is prevalent at the <br />load out especially on the eastern end of the permitted area. A large infestation of Jointed goatgrass was observed <br />on the slope east of the rail road grade, near the sedimentation basins at the northern portion of the load out. This <br />infested slope is upslope of a fruit orchard. Management and control of the noxious weeds is necessary. <br />
