Decommissioning Plan Schwartzwalder Mine <br /> <br /> <br />RML CO-369-06 <br />Cotter Corporation (N.S.L.) 6 March 2017 <br /> <br />The final cleanup of the Emergency Storage Pond and old settling ponds was completed in 2002 <br />(Cotter, 2003). The banks of the cleanup excavation were stabilized and the excavation was <br />backfilled to a level above the local water table. Road berms constructed of waste rock were <br />replaced with berms constructed of clean fill. All soils affected by pond sediments were <br />removed and transported to the Mill for disposal. Additional piping associated with the <br />treatment of mine drainage at the former IX and pretreatment facilities was removed and <br />disposed in the Minnesota level dump site according to procedure. A low-level effort toward <br />decommissioning in RML #2 has occurred since 2002. An IX treatment system was installed and <br />is currently operating in the OWTP. Pending approval, the IX treatment system will be relocated <br />to the NWTP. Furthermore, the OWTP will be decommissioned and demolished, the concrete <br />retention ponds will be demolished, and soil cleanup in the vicinity of the retention ponds will be <br />completed. <br /> <br />1.4 Scope <br />This plan addresses the procedures and activities that will be used for decommissioning the <br />remaining licensed facilities, and to reduce residual radioactivity associated with licensed <br />materials to a level that permits termination of the license. Specifically, Cotter will perform <br />radiological surveys, as necessary, on the OWTP surfaces of structures intended to be released <br />from the site for unrestricted use. The building concrete foundation will require demolition to <br />allow for excavation of underlying soils in RML #2 as part of the overall site DRMS reclamation <br />plan. RML #2 <br /> <br />Radiological surveys of equipment surfaces and structures that may remain in RML #4 <br />pertaining to the IX treatment system in the NWTP will also be performed. Release criteria for <br />buildings and equipment are discussed in Section 3.1. <br /> <br />In RML #2, the concrete Barrens Retention Ponds will be demolished and removed, along with <br />any underlying soils or any other soils within RML #2 found to be above the cleanup criteria. <br />Soil removal at the NWTP is not expected for RML #4 with decommissioning activities limited <br />to radiological surveys of building surfaces and structures. If soils become impacted from IX <br />treatment resins those soil areas will be removed. The soil cleanup criteria are discussed in <br />Section 3.2. All decommissioning waste, (structures, equipment and debris will be disposed in <br />the Minnesota level underground dump site. All underlying soils will be placed and disposed on <br />the mine site waste rock piles as approved by the Colorado Department of Reclamation, Mining <br />and Safety (DRMS). <br /> <br />A final status land survey will be conducted in the remaining RML #2 to demonstrate <br />compliance with soil cleanup criteria. Upon completion of these activities, Cotter will request <br />that this area is released from the RML.
