Decommissioning Plan Schwartzwalder Mine

RML CO-369-06
Cotter Corporation (N.S.L.) 5 March 2017
Table 1: RML #1 Post-excavation, pre-backfill/grading Soil Sampling Results

1.3.3 Drying Trench Decommissioning
Contaminated soils at the drying trenches (RML #3) were also cleaned up as part of licensed
facilit y decommissioning efforts. Cleanup activities for the Drying Trenches were completed by
January, 2002 (Cotter, 2003) in accordance with Cotter Environmental Report, Exhibit P, Trench
and Old Ponds Decommissioning Plan, March 1998.

Soil samples and gamma surveys were utilized to characterize RML #3 for cleanup beginning in
May of 1998. The majority of the potentially contaminated soils were then removed and shipped
to the Mill facility in 1998. Activity at this cleanup area was limited in 1999 because
decommissioning efforts were focused on the demolition of the Ore Crusher-Sorter primary-
process building. The CDPHE performed a gamma survey of this cleanup area in 2001
(CDPHE, 2001c). Decommissioning of the Drying Trench area was considered complete by
2002 (Cotter, 2003). A successfully decommissioned status for RML #3 is supported by soil
sampling data collected in 2000 (Figure 5), a gamma survey conducted by Tetra Tech in 2007,
and soil samples collected by Cotter in 2008 (see Figure 6 and Table 2 in Section 2.5 of this
decommissioning plan).

1.3.4 Wastewater Treatment Plant Decommissioning
Procedure 3-15 Wastewater Treatment Facility Decommissioning Plan, 18 September 2000, was
approved by the predecessor to Radiation Management Unit of the CDPHE, with the exception
of soil cleanup standards (CDPHE, 2001b). Removal of the Emergency Storage Pond began in
October of 2000, and the bulk of the waste-rock-fill banks was removed from the pond structure
and hauled to the onsite waste dumps for disposal. All sediments were removed and transported
to the Mill for disposal.
Sample Sampling Ra-226 U-nat
ID Date (pCi/g)(pCi/g)
S12602 OS16 7/11/2001 1.6 7.4
S12603 OS32 7/11/2001 2.4 10.8
S12604 OS36 7/11/2001 1.9 8.7
S12605 OS42 7/11/2001 5.8 28.0
S12606 OS52 7/11/2001 2.4 15.5
S12829 9/13/2001 2.3 10.8
S12830 9/13/2001 1.2 16.9
S12831 9/13/2001 7.2 40.6
S12832 9/13/2001 1.6 39.9
