Derek Bailey <br />March 6,2017 <br />Page 2 <br />sensitive nature of certain information in the contract.Cotter has labeled each page of the <br />attached contract as "CONFIDENTIAL BUSINESS INFORMATION"and requests that the <br />CDPHE withhold it from public disclosure.Furthermore,Cotter is submitting this contract <br />separately to ensure that it remains separate from the remaining submittal and confidential. <br />Comment 3.Please amend the "Radiation Safety Manual for Ion Exchange Treatment System" <br />to include specific procedures for packaging,monitoring,and shipping the IX resin media. <br />Response:Attachment C contains the revised Radiation Safety Manual and requested <br />procedure. <br />Comment 4.Please amend the "Radiation Safety Manual for Ion Exchange Treatment System" <br />to include characterization and proper disposal of pre filters. <br />Response:Attachment C contains the requested information including analytical results from <br />the previous reverse osmosis ("RO")membrane and cartridge filter samples.Cotter is <br />committing to characterizing the cartridge filters and RO membranes annually.Cotter intends to <br />dispose of these materials in the Minnesota Adit.If offsite disposal or recycling is an option, <br />Cotter will transport these materials to facilities that are licensed to accept and possess these <br />materials. <br />Comment 5.Regarding the financial assurance,has the cost of disposing of the IX media <br />increased since the last financial assurance review? <br />Response:Cotter does not dispose of the IX media.According to Attachment B,Cotter <br />transports the resin to a licensed uranium recovery facility and receives the stripped resin back. <br />Any waste from processing our resin is disposed by the uranium recovery facility in a licensed <br />mil tailings impoundment at no cost to Cotter. <br />Thank you for your attention to this matter.If you have any questions regarding this additional <br />information,please contact me at 719-275-7413,ext.202,or by email at <br />steve.cohen@,cotterusa.com. <br />2017-03-03 RML 369-06 IX System and Decommissioning Amendmendment Additional Information
