Via Email <br />March 6,20 17 <br />Mr.Derek Bailey <br />Health Physicist <br />Colorado Department of Public Health <br />and Environment <br />HMWMD-RM-B2 <br />4300 Cherry Creek Drive,South <br />Denver,CO 80246-1530 <br />Re:Additional Information for Amendment to Revise Decommissioning Plan and to Move <br />and Operate Ion Exchange Treatment System.Schwartzwalder Mine,Golden,Colorado. <br />Radioactive Materials License 369-06 <br />Dear Mr.Bailey: <br />Cotter Corporation (N.S.L.)("Cotter")is submitting additional information regarding the <br />aforementioned request to amend Radioactive Materials License ("RML")369-06 to account for <br />changes being made at Cotter's Schwartzwalder Mine in Golden,Colorado.Specifically,by <br />email dated February 28,2017,the Colorado Department of Public Health and Environment <br />("CDPHE")requested additional information from Cotter to support CDPHE's review of this <br />amendment request.Information sought by CDPHE is presented below followed by Cotter's <br />response to each request. <br />Comment 1.Please submit an updated decommissioning plan that commits to screening the <br />alluvial material and making a determination regarding whether it will be placed in the <br />Minnesota Adit or on Waste Rock piles and please specify the DCGL that Cotter will be using. <br />Response:Cotter has updated its decommissioning plan and is submitting it as Attachment A. <br />Updates include the aforementioned requested language in Section 4.5 of the attached plan. <br />Furthermore,Cotter updated Section 7.0,Schedule,to reflect the current schedule for <br />decommissioning RML#2 and stating that Cotter will provide a 30-day notice to CDPHE prior to <br />decommissioning RML#4.Finally,Cotter amended Section 4.1 to note a change in the <br />Construction Foreman. <br />Comment 2.Please provide an agreement contract for the purpose of demonstrating that Cotter <br />Corporation can adequately dispose of the IX media. <br />Response:Cotter has a contract to process its loaded ion exchange ("IX")media and then <br />transport the stripped media back to the mine.This contract is provided as Attachment B.Cotter <br />is clairning this contract to be "CONFIDENTIAL BUSINESS INFORMATION"because of the <br />Cotter Corporation Telephone (719)275-7413 <br />Cañon City Mill,1700 Fremont Co.Rd.143,Cañon City,CO 81212 USA Fax (719)275-1669
