13 June, 2018 C1981044/Williams Fork RAR <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Partial Inspections this Fiscal Year: 4 <br /> <br /> Page 3 of 8 <br /> <br />ROADS- Rule 4.03 <br />Construction 4.03.1(3) I 4.03.2(3); Drainage 4.03.1(4) I 4.03.2(4); Surfacing and Maintenance 4.03.1(5) <br />and (6) I 4.03.2(5) and (6); Reclamation 4.03.1(7) I 4.03.2(7): <br />o Main haul roads in and around the site appeared stable and adequately maintained. <br />o No fugitive dust was apparent at the time of inspection. <br /> <br />HYDROLOGIC BALANCE- Rule 4.05 <br />Drainage Control4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring4.05.13; Surface Water <br />Monitoring 4.05.13; Drainage- Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream <br />Buffer Zones 4.05.18: <br />o Ponds observed along haul and access roads were dry and banks appeared stable and <br />adequately vegetated. <br />o A stream buffer zone exists along the Williams Fork River, and the section south of the <br />old silo requires more frequent delineation. <br />o Stream protection such as straw wattles, and filter fabric are in place where demolition <br />activities are currently underway. <br />o Contour ditches in the Utah Tract were walked and no issues were noted at time of <br />inspection (photo 1). <br /> <br />TOPSOIL -Rule 4.06 <br />Removal4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />o Many small topsoil piles exist throughout the site, and will be used in the reclamation <br />activities to achieve approximate original contour. <br />o Slopes appeared stable and adequately vegetated on observed topsoil piles throughout <br />the site. <br /> <br />BACKFILL and GRADING – Rule 4.14 <br />o Backfilling and grading operations appeared to be progressing as permitted. <br />o Portal area was observed where backfilling is currently taking place (photo 6). <br /> <br />REVEGETATION - Rule 4.15 <br />General Requirements 4.15.1; <br />o Vegetation exhibited vigorous growth with triticale fields vibrant and well established <br />areas of tall sagebrush in the strip pit area. <br />o Reclamation and revegetation appeared to be progressing adequately with well <br />established vegetation in place. <br />o No extensive areas devoid of vegetation were noted. <br />o No areas of weed infestations were noted. <br /> <br />RECLAMATION- Rule 4.1 <br />General Requirements 4. <br />o Road bed running south near the stream has been removed and piled on the bluff side of <br />the road. <br />o The existing coal pile has been hauled to Twenty Mile mine (photo 2).
