June 13, 2018 C-1981-008/New Horizon Mine BFB

Number of Partial Inspection this Fiscal Year: 8
Number of Complete Inspections this Fiscal Year: 4

Pond 15 did not contain water. A few Canada thistle plants were noted on the west side of the pond and need to be
treated.

Pond 16 did not contain water. The primary/emergency spillway and inlet structures were free of obstructions.
Some tamarisk plants were in the pond-bottom and need to be treated.

Pond 18 did not contain water. The embankment appeared to be stable and the spillway was free and clear of
obstructions. The C4A ditch was clear of obstructions.

Culverts C140, C141, C175, C176, C177 and C179 were clear of obstructions

GENERAL MINE PLAN COMPLIANCE:
The coal stockpile appeared to be stable. No dust was seen and there was no evidence of erosion (photo 3).

ROADS – Rule 4.03
Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and
(6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7):
The Lincoln Street haul road was well maintained and in good condition.

RECLAMATION SUCCESS - Rule 4.15, Rule 3:
The area of the former Mt. Nucla had some grasses starting to sprout but appeared to be small and
underdeveloped due to the dry conditions. This area is not irrigated because its post mine land use is dryland
pasture. A few scattered shrubs were seen.

The hay in the irrigated pasture reference area was being cut during the inspection. One small area in the
southwest corner was less dense than the rest of the area. Overall the grasses were very tall and dense and the area
appeared to be well managed (photo 4).

The Staats property was recently cut and baled. The bales were removed and the irrigation system was running.

The dryland pasture on the Staats and Moore properties was really dry. There were a few grasses trying to grow
but were stunted due to the lack of precipitation.

The Moore irrigated pasture had not been cut yet.

The Guire property was being cut and baled on the eastern side.

The hay on the Burbridge property had been cut but was not baled (photo 5).

The hay on Benson East was cut and being baled.

The Morgan property had already been cut and baled and was being irrigated again.
