2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING ACTIVITIES B <br />MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS. <br />2.05.4 Reclamation Plan. <br />(2) (b) <br />Cost estimates and supporting calculations for the demolition and final <br />reclamation of the East and West Mine sites are provided in the Final <br />Abandonment Appendix 6A. <br />(2) (c) See Maps 6A -5A through 6A -50 in the Final Abandonment Appendix in <br />Volume 6A. Also see sheet 9 of the West portals design in Volume 6B. <br />All fills will be placed on ground that is completely cleared of vegetation <br />and root growth. Fill material will be placed in horizontal lifts, adjusted to <br />a moisture content at or above optimum moisture and compacted to at <br />least 85% of the maximum modified Proctor density. Compaction will be <br />tested by an independent laboratory and results will be made available <br />to the DMG. <br />The operator requested and received a variance from approximate <br />original contour restoration requirements for the east mine, including the <br />areas of the proposed rock slopes portals and fills, to enhance the post <br />mining land use of rangeland. The access road system will provide <br />greater economic opportunities from improved grazing and public <br />access. <br />Completed Reclamation Activities <br />The Operator has initiated and virtually completed all final reclamation <br />activities at both mine sites. The following represents activities <br />completed through December 2010. <br />West Mine Reclamation (formerly noted as OVWM.) <br />Structural Demolition <br />1. All Coal Handling facilities were removed in 1993 when an <br />underground connection from the West Mine to the rehabilitated <br />portions of the East Mine were completed, routing the mines product <br />through the East Mine portals. <br />2. All surface support facilities such as the mine shop, substation, <br />fueling station and bulk rock-dust handling facilities were removed <br />from the property during 2000. <br />3. The ventilation fan and the supporting facilities such as the <br />transformers, fences, power line and evase were removed during <br />2000. <br />4. The power line for the West Mine, which ran from the East Mine <br />Guard Shack area to the West Mine Portal Bench was removed <br />during 2000. <br />5. All materials, parked machinery and other debris was removed from <br />. the West Portal Bench. <br />MT -6 /MR -126 60 12/13110 <br />
