Attachment A: Stipulations
GCC Energy Coal Exploration License
COC 76563
6. A reclamation report will be submitted to the BLM within 90 days of the completion of
exploration and reclamation operations on the ground. The report will include a list of each
hole, the depth of each hole, a description or figure of how each hole was plugged, and the
status of any earthwork and revegetation.
7. A reclamation status report will continue to be submitted annually in the month of January
until the BLM has determined that reclamation is complete.
The Operator shall document any evidence of encounters with water during the drilling
program (43 CFR 3410.4). Any evidence of potential water -bearing zones will be noted on
each geologic and geophysical log. Where possible, other conditions should be
documented, e.g. flow, drawdown, or recovery rates, etc. If yield is low, a visual
observation of these or other characteristics may be noted. Such reports shall be filed with
the BLM — Tres Rios Field Office within 90 days after the completion of exploration
operations.
9. The Operator will submit two cross-sections of the geology of the area based on geologic
and/or geophysical logs. Cross-sections shall be located approximately perpendicular to
each other. The purpose of the cross-sections will be to best show the nature of the coal
deposits and geohydrology in the area of the exploration license.
10. Where there is adequate yield, water samples will be collected and tested for pH,
conductivity, total dissolved solids, standard cations and anions. The operator will submit
a proposed sampling protocol for the BLM's consideration before drilling begins.
Information will include the condition of the hole at the time of sampling including, the
type of any drilling muds or other additives. Sampling protocol must demonstrate what
steps will be taken to minimize contamination and maintain the quality of any water
samples and how standard laboratory protocols will be followed for storage and shipping of
samples.
11. Analyses of coal and other pertinent tests will be appropriately identified by drill hole
number and depth. Analyses will also document what types of tests were run (proximate,
ultimate, moisture -mineral -matter free basis, etc.), and whether the reported results were
analyzed or calculated as composite or incremental samples.
-7:J
r
4:
2
