Attachment A; Stipulations <br />GCC Energy Coal Exploration License <br />COC 76563 <br />GCC Energy is required to comply with any federal laws regarding the protection and <br />management of natural resources. In addition, the company has committed to a number of <br />design features. These design features are described in Section 2.2 and elsewhere in the <br />environmental assessment (DOI-BLM-CO-SO10-2014-0025). Some of these federal laws and <br />design features are listed in Attachment B. In addition, the following stipulations are attached to <br />the exploration license. <br />1. In order to protect species protected under various laws, the following timing restrictions <br />must be complied with: <br />Clearance surveys may be conducted in order to work during the above listed timing <br />restrictions. <br />r:- -` <br />2. Control of noxious weeds will be required through successful vegetation establishment <br />and/or herbicide application. The operator must insure compliance with all local, state, and <br />federal laws and regulations, as well as labeling directions specific to the use of any given <br />herbicide. <br />A weed status report will be submitted annually in the month of January. The report will <br />indicate what kind of weeds are present and where they are present. It will also report how <br />any weeds were treated, using the BLM Tres Rios weed treatment form. A digital map, <br />including geodata base files for weed presence and for treatment areas will also be <br />included. <br />3. If applications of herbicide are prescribed, however, it is the responsibility of the operator <br />to insure compliance with all local, state and federal laws and regulations, as well as <br />labeling directions specific to the use of any given herbicide. <br />4. All drill holes will be logged with a minimum of natural gamma, density, and resistivity <br />geophysical logs, and caliper curves. <br />5. All reports must include a digital version. Any maps should be in a format that is <br />compatible with ArcMap 10.3.1. Specific features such as actual location of drill sites, and <br />any coal outcrops should have a separate geospatial data file.
