For the 5:1 slope only the area on each side of the <br /> boat ramp would be graded 5:1 as noted on page 14. Total width of 5:1 sloping would be <br /> approximately 120 feet. The location of the 5:1 slopes are in an area previously mined <br /> and the slopes in this area are flatter then the 5:1 committed to, so no additional work will <br /> be needed. <br /> The average width needing resoiling around the lake perimeter of the old dirt pile area is <br /> 18 feet. Just the above water areas where cut/fill sloping will be done needs resoiling. <br /> The mining setback area will not need resoiling since it will only be used to store soil (if <br /> available) or have a lake perimeter access road on it. The new lake shores in the old <br /> Plant Site area are not required to be resoiled since there is no soil on this area now. <br /> Once mining or gravel begins in the old dirt pile area the at any give time no more then <br /> 200 feet would need resoiling as shown on Map Exhibit C2 - Mining Plan Map. <br /> 13) Please explain how the applicant intends to reclaim the sliver of southern shoreline to remain, without <br /> causing offsite damage. According to the Exhibit F—Reclamation Plan Map, there will be no land <br /> access to this shoreline within the proposed permit area. <br /> This shore line is reclaimed now and will not be redisturbed. Mining will take place north <br /> of the proposed digline setback in that area and there is no need to work from the south <br /> shore during mining. We anticipate that Deep Cut, LLC will become the owner of the <br /> property once this permit is issued and would have access to all of the lake area <br /> perimeter. <br /> 14) Pursuant to Rule 6.4.5(2)(e), please correlate the reclamation timetable with the mining phases (to be <br /> added to the mining timetable), specifying size and location of each area to be reclaimed during each <br /> phase. <br /> The timetable on Page 18 has been revised to reflect the areas in each reclamation <br /> option. <br /> 15) It appears the applicant is proposing two reclamation plans, depending on whether or not the <br /> northeastern area is redisturbed. If the northeastern area(where old overburden and topsoil stockpiles <br /> are stored) is mined, the applicant proposes using the overburden and topsoil for reclamation of pond <br /> shorelines and the 25 foot buffer zone. If the northeastern area is not mined, it is unclear whether the <br /> operation would still utilize the stockpiled overburden and topsoil for reclamation. In either case,the <br /> operation would use any topsoil salvaged prior to expansion of the pond westward for reclamation. <br /> However, the applicant states that topsoil in the area is minimal or of poor quality. Please provide <br /> clarification on where topsoil will be obtained to spread 5-7 inches across disturbed land if the <br /> northeastern area is to not be redisturbed. (The Division recommends the applicant submit an <br /> alternative Exhibit F —Reclamation Plan Map for the situation where the northeastern area is not <br /> redisturbed). <br /> A second reclamation plan map, Map Exhibit F-2 - Reclamation Map Exhibit (Option 2) <br /> is supplied showing the scenario where mining could end on the Plant Site area and leave <br /> the pre-law dirt pile undisturbed. The material on the old Plant Site area left as a result of <br /> past industrial activities cannot be classified as material usable on a seedbed due to poor <br /> quality. The dirt on the Pre-law pile area was material stripped from the existing lake area <br /> prior to 1977 and just dumped in that area. No topsoil as segregated from the overburden <br />
