RECLAMATION PLAN EXHIBIT F(CONT) <br /> is currently covered with gravel so only grading and shaping will <br /> be needed to stabilize it for future use . <br /> The Natural Resources Conservation Service (NRCS) report in EXHIBIT <br /> I/J -SOILS AND VEGETATION section indicates that most of the undis- <br /> turbed area on this site should have a native grass cover, but <br /> due to the past uses the site has very little native vegetation. <br /> We estimate that in the area where a vegetation cover is present <br /> it is about 10% grass and the remaining vegetation is weeds . <br /> Under normal conditions, the operator will strive for a 30 to 40 <br /> percent cover rate on the revegetated areas when reclamation is <br /> complete . <br /> Careful analysis of the growth medium and salvageable soil will <br /> permit the operator to implement a soil additive program and to <br /> monitor the prescribed seeding plan to determine if the plan <br /> requires revision. Under normal weather conditions, an adequate <br /> moisture reserve will be present for establishment of the pro- <br /> posed seed mixture . No irrigation will be used during reclama- <br /> tion since the plan is to establish a vegetation cover that is <br /> not dependent on irrigation to survive . <br /> REVEGETATION PROGRAM <br /> The revegetation program to be implemented is detailed below and <br /> applies to the setback areas and slopes around the area mined as <br /> shown on the reclamation plan map . <br /> REVEGETATION INFORMATION <br /> The topsoiling plan presented earlier and the revegetation <br /> program are devised after careful review of the existing soil <br /> conditions and present vegetation, both on site and in the <br /> reports contained in the SOILS AND VEGETATION section. Revegetation <br /> will be carried out in such a way, so as to establish a diverse, <br /> effective and long-lasting vegetative cover that is capable of <br /> self-regeneration without continued dependence on irrigation, <br /> soil amendments or fertilizers . <br /> The plan is designed to create a vegetative cover that is at <br /> least equal in extent to the cover of the natural vegetation <br /> before mining since the area was a melon field that was plowed <br /> yearly. The revegetation plan provides for the greatest proba- <br /> bility of success in plant establishment and vegetative develop- <br /> 13 <br />
