Exhibit E RECLAMATION PLAN <br /> Unless specifically discussed below the methods described in the <br /> January 1995 application for the reclamation plans will remain <br /> unchanged. The following text is the same as provided in 1995 <br /> with additions, to update and/or address the changes being added <br /> to the permit with this amendment . There are no plans at this <br /> time to change the future use of the mined areas . The following <br /> amendment to the Reclamation Plan is numbered sequentially for the <br /> purpose described in the Mining Plan text . Currently, the post <br /> mining land use is recreation and the new area will have the same <br /> designation. The approved reclamation plans, including slope <br /> resoiling, revegetation methods and species, will remain <br /> unchanged on the permit areas . Review of the new Reclamation <br /> Plan map shows how the entire permit area will be reclaimed. The <br /> new area slopes will be graded no more than 2 : 1 from the existing <br /> surface level to the mine floor on the north and east sides . <br /> 1995 - Reclamation Plan <br /> Reclamation of the permit area will return the site to a post <br /> mining land use of wildlife habitat and recreation both of which <br /> are compatible with the Bureau of Land Management land use plan <br /> for the area. <br /> At a minimum the top 12" of topsoil will be stripped and <br /> stockpiled around the perimeter of the pit area. Grass, shrubs <br /> and small trees will be incorporated into the topsoil piles or <br /> will be stockpiled separately for later use as a mulch. <br /> Sufficient topsoil will be maintained to cover all past and <br /> future mining areas in the permit area to a minimum depth of 6 <br /> inches . <br /> Reclamation work will be sequenced to follow along with mining. <br /> As mining moves to the north area reclamation on the northern <br /> portion of the pit will be completed. The majority of <br /> reclamation will commence immediately upon final extraction of <br /> the mineral materials and prior to permit expiration or <br /> termination of the Free Use agreement by the BLM. <br /> Reclamation will begin by grading the eastern slopes as mining <br /> progresses to the north. The floor area used for processing and <br /> stockpiling will be graded as mining progresses . Reshaping, <br /> recontouring and resoiling of the east slopes will be completed <br /> as soon as practical after mining ends on a portion of the area <br /> so it conforms with the adjacent topography and natural land <br /> forms . This work will be completed by the Grand County Road and <br /> Bridge Department under the direct supervision of the Road and <br /> Bridge Supervisor with oversight by the BLM. The work will be <br /> done with a dozer and a scraper. Recontoured slopes will not <br /> exceed 2 : 1 except at the existing rock face highwall on the <br /> southern end of the east line . The existing highwall will remain <br /> in place with soil and topsoil piled partway up its face . The <br /> Colorado Parks and Wildlife (CPW) access road has been abandoned <br /> and will not be reconstructed as requested by CPW. <br /> 9 <br />
