May 22, 2018 C-1981-018/Deserado Mine CCW <br />PROCESSING WASTE/COAL MINE WASTE PILES —Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />There are three refuse piles at the mine site: the RP -1 pile, the RP -2/3/4 pile and the RP -5a pile. The RP -1 <br />pile is no longer active and has been constructed to the approved post mining topography, covered with topsoil and <br />reseeded. The refuse pile has been reseeded for many years. During the inspection the pile was stable and well <br />vegetated. There were no erosional features identified. Refuse piles RP -2/3/4 and RP -5a were actively being <br />used. RP -2/3/4 has had material spread and compacted. The top of the pile is contoured to prevent water from <br />ponding. The pile was stable and there were no erosional concerns. RP -5a had refuse placed in pile on top of it <br />waiting to be spread and compacted. The top of the pile has been contoured to prevent water from ponding on it. <br />There were no concerns with stability or erosion. The sides of RP- 2/3/4 and RP- 5a have minor rills on them. <br />These have been noted in previous Division inspection reports and are not though to affect the stability of the <br />piles. The perimeter ditches for the refuse pile were in good repair and capable of functioning as designed. There <br />was not any water flowing during the inspection. <br />ROADS —Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and <br />(6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7): <br />The haul road at the mine site was in good repair. There were no erosional issues. The ditches for the <br />haul road were clear of debris and capable of functioning as designed. There was not any water flowing during the <br />inspection. Access roads around the site were well maintained. No erosional concerns were noted. <br />SUPPORT FACILITIES - Rule 4.04: <br />Support facilities on-site that were inspected include: <br />- Slot Storage <br />- Nitrogen Plant #2 <br />- Processing Plant <br />- Fuel Storage Station <br />- Explosive Storage <br />- Water Storage Tank <br />- Radio Tower <br />- RDH -4 <br />All of the support facilities inspected were well kept. The sites did not have any erosional issues. The pads for <br />these facilities were stable and in good condition.
