Mr. Clayton Wein -3- May 22, 2018 <br />Acres submitted for Phase III release (8.0 acres total) <br />The 8.0 acres requested for Phase III bond release in this submittal successfully <br />achieved Phase I Bond release on October 27, 2003, with the approval of Bond Release <br />Application No. 2 (SL -02) and Phase II Bond release on November 14, 2015, with the <br />approval of Bond Release Application No. 8 (SL -08). The Roadside borrow area, North <br />Decline, and Substation B locations have been reclaimed to fish and wildlife post -mining <br />land use. <br />The 10.4 acres nominated for Phase III Bond Release were seeded with approved seed <br />mixes and monitored/sampled as per SCC's permit requirements. Dates and seed mixes <br />for each individual area can be found in the 2017 Annual Reclamation Report, Tab 6 of <br />this application. <br />Cedar Creek Associates, Inc. (CCA) was contracted in 2016 and 2017 to evaluate these <br />acres for Phase III bond release. Field sampling was conducted on June 1-3, 2016 and <br />June 19-20, 2017 on the 10.4 revegetated acres associated with this bond release <br />application. Data collection was performed in the interest of ascertaining progress toward <br />revegetation success in accordance with Rule 3.03, Release of Performance Bonds and <br />the approved technical revision, TR -60. CCA's "Snowcap Coal Company, Phase III Bond <br />Release Evaluation — Years 1 & 2, 2016 & 2017" Report is included in Tab 7 of this <br />submission. <br />17.
