EXHIBIT E RECLAMATION PLAN <br /> 1. General Reclamation Plan <br /> The total disturbed area to be reclaimed under this permit is 628 acres. Reclamation plans can be <br /> viewed on Map F-1. As of November 2017, approximately 8 acres in the northeastern corner of <br /> the site are reclaimed. An internal road will be left in place in the northeastern corner of the <br /> property for the property owner to access and use the site following mining. Volunteer <br /> rabbitbrush readily grows on little to no topsoiled surfaces reflective of unmined ground <br /> conditions throughout the general area. Post-mining land use will be rangeland on all slopes. All <br /> slopes will be reclaimed to 3H:1 V or shallower and no more than 300 lateral feet of highwall <br /> will remain in need of gross earthworks at any time. As described in the mining plan, <br /> reclamation will occur concurrently with mining. <br /> Topsoil and overburden from the current mining phase will be used to reclaim the previous <br /> mined out phase. A front end loader and dozer will be used to place and distribute overburden <br /> and topsoil throughout the site. Average cost per cubic yard is $1.50. It is anticipated that <br /> backfilling and seeding will occur at 2 to 3 year intervals until the site is completely mined. <br /> Topsoil will be replaced to an average depth of 2.5 inches. Overburden will be used to cover <br /> existing shallower than 3H:1 V mining slopes to 1 foot depth, as needed. However, due to the <br /> type of mining—dozer push to stockpile—traditional overburden resurfacing may be <br /> unnecessary. This is because the dozer pushdown mining technique inherently results in 3H:1 V <br /> side slopes and a pit floor that matches pre-mining slopes of< 5H:IV. <br /> 3,400 CY of overburden is necessary to reclaim the 300 foot long highwall worst case scenario, <br /> see Exhibit L and Map F-1 Reclamation. 3,648,000 CY (plus the 10 CY in current onsite berms) <br /> of overburden will be available for use during reclamation. Exact amounts of overburden <br /> required for reclamation are unknown and are potentially unnecessary due to the inherent <br /> shallower than 3H:1 V mining slopes resultant of dozer push to stockpile style mining. However, <br /> the available overburden for potential resurfacing (3,648,000 CY) is more than enough to <br /> reclaim the entire site, if necessary.
