The ispection was <br />completed by Clayton Wein of the Division of Reclamation, Mining and Safety (the Division). Tonya Hammond <br />of Snowcap Coal Company (SCC) was present for the inspection. The weather was overcast with a temperature <br />starting in the mid 70s and climbing to the mid 80s. The ground conditions were dry. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> The records for the Roadside Mine are located in Tonya Hammond’s office located at The offices of J.E. <br />Stover and Associates in Grand Junction Colorado. The records were well maintained and in good condition. <br />Please see the Availability of Records form attached to the end of this report for more details. <br /> <br />FISH and WILDLIFE – Rule 4.18: <br /> Throughout the inspection deer scat was observed. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The trenches created by the land owner of the SE 1/4 of Section 34, also known as Tract 71, appeared to <br />have had one change since the April 11, 2018 inspection (documented in Previous Division inspection reports). <br />The trench that runs from south to north just east of the Carey “pit”. This section of the trench had been blocked <br />by dirt and diverted to the Carey “pit” (Photo 1 and 2). There was no water flowing in the trench to the pit at the <br />time of the inspection. However, on Monday May 7 Tonya Hammond of Snow Cap Coal had seen some water <br />flowing in the trench. The dirt blockage did not exist at the time and the water was flowing freely in the trench. <br />The headgate at Rapid Creek was visited during the inspection. The locks on the headgate were intact. Water was <br />observed to be flowing through the headgate which was just barely cracked open (Photo 3). It was observed <br />during the inspection that water was not flowing in the other trenches on Tract 71. <br />
