Mine Site Inspection <br />Mine Name: Bowie #2 Mine <br />Permittee: Bowie Resources, LLC <br />Permit ID #: C-1996-083 <br />Inspection Date: April 26, 2018 9:30 — 2:00 <br />Weather Conditions: Warm, clear skies, dry ground <br />Participants: <br />Christine Belka, Office of Surface Mining (OSM) #182 <br />Bill Bear, Bowie Resources, LLC <br />Janet Binns, Division of Reclamation Mining and Safety (DRMS) <br />Clayton Wein, DRMS <br />Field Fvaluafinn <br />Bowie #2 is an inactive, non -producing, underground coal mine in Temporary Cessation status. All <br />portals and vent shafts have been permanently sealed and are fenced to prevent access. Underground <br />mining equipment has been removed and salvaged or buried in place. Light excavation work is being <br />conducted along the road to the office in an attempt to find leaks in buried water pipes. <br />Signs and markers: Mine identification signs are in place at all points of entrance from public roads and <br />contain all information as required under Rule 4.02.2. PVC pipes on t -posts mark the disturbed <br />perimeter within the permit area as required under Rule 4.02.3. <br />Explosives storage: This mine's ATF (explosives) permit has been terminated. The explosives storage <br />containers are empty. <br />Topsoil: All topsoil piles observed were stable, well -vegetated, and marked with appropriate signs. <br />Hydrology / sediment control: Bowie Resources has placed trash racks on culvert inlets. This helps <br />ensure debris does not get lodged within the culvert. All observed culverts were in good repair and <br />functional condition with two exceptions: 1) The culvert on the south side of the Fire Mountain Canal <br />Bridge is approximately 40% clogged at the outlet and should be cleaned, and 2) the inlet of the culvert <br />routing water from the gob piles to Pond D is damaged. Sediment has accumulated in this sump and the <br />top of the culvert has been bent down, decreasing the flow capacity. Recommend cleaning the sump <br />and pulling the culvert open to ensure adequate flow capacity. <br />Six sedimentation ponds were inspected; all were in good repair with adequate storage capacity and <br />well -vegetated embankments. None of the ponds were discharging at this time. Pond B held a very small <br />amount of water. Pond C was holding water but not near the discharge level. Mr. Bear indicated that <br />this pond was cleaned last year. A small tree is growing on the upper outer embankment and the group <br />discussed whether this may present a piping / embankment stability concern. We decided that it did not <br />at this time. Pond D was holding a small amount of water but not discharging. The inlet culvert routing <br />water to Pond D from the gob piles is slightly damaged. As noted above and listed below, this culvert <br />should be repaired. Pond F was holding water but not discharging. This pond has accumulated a <br />sediment fan at the inlet and is scheduled to be cleaned this year. Pond J was holding a small amount of <br />water. Pond K was dry and stable. <br />Roads: All roads traveled were in good repair with proper drainage structures. <br />
