i <br /> 6.3.2 Exhibit C <br /> Mining Plan <br /> The 34.1-acr site will develop as a one phase mine. The mine will encompass 31.4 acres <br /> between the xisting ponds and internal road. Extraction will take place next to the northern <br /> pond. Extrac ion will begin on the western side of that area and work towards the pond. It is <br /> estimated tha the north pond's water level will have to be lowered by approximately 10-11 feet <br /> to accommod to mining operations. Once the pond has been dewatered, mining will begin on <br /> the far east si e,of the north pond. A Gravel Pit Well Permit Application has been submitted to <br /> the Division o Water Resources for this activity. <br /> Once operatio sl at the site begin, mining may take a different approach based upon conditions. <br /> The mining co Id leave a peninsula between the mining area and the existing north pond, thus <br /> creating a thir pond. The existing power line and poles could be left in place and mined around. <br /> Dewatering of he pit would occur as necessary, however dewatering of the north pond would <br /> not be necessa . Attached are "Option B" maps that show the alternate mining plan. <br /> This will be a et mine with constant dewatering taking place throughout the life of the mine. It <br /> is anticipated th t the mining operation will be completed by November 2018. There is one soil <br /> type in the targ mining area, Fluvaquents. Information regarding the soil types in the mining <br /> area and surrou ding areas is attached for review. <br /> Activities on the site will include the use of scrapers to remove the topsoil and any vegetation for <br /> stockpile and us during reclamation. This will be followed using an excavator to stockpile pit <br /> run prior to proc sfiing. Screening, crushing, stockpiling and reclamation activities will use <br /> dozers and excav tors. <br /> A portable asphal plant may operate from this site. The Gencor is a hot mix asphalt plant with a <br /> Gencor Ultra-2 B rmer. Emissions of particulate matter are controlled by a fabric filter <br /> baghouse. Attach d is the APEN and Spill Prevention, Control and Countermeasures Plan <br /> (SPCC) for the G ncor plant. <br /> The target materia On the site is alluvial sand and gravel. There is approximately four feet of <br /> overburden on site with limited topsoil. All topsoil encountered will remain on site for <br /> reclamation purpo es. Reclamation will occur once all mining has been completed. Fremont <br /> will expand the exi ting north pond by an additional 7 acres, then backfill 2 acres for a total of 5 <br /> additional acres, at he owner's request. The pond will be formed with slopes of 3:1. <br /> Reclamation outsid the pond will keep to the existing grade. Mining will go to a depth of <br /> approximately 7-11 ftet. <br /> The internal road o site will be used for trucks to leave the site and enter Light Plant Road for <br /> transportation of in elrials. <br />
