Utility is the <br />ability of the vegetation to regenerate and sustain the post -mining land use. Vegetation and grazing <br />studies during the post -mine liability period will provide the necessary utility demonstrations. <br />Acid- and Toxic -Forming Materials <br />No acid-forming or toxic -forming materials exist within the overburden, soil, or coal seam to be mined at <br />levels which could adversely affect the reclamation activities presented in this permit application. A <br />detailed description of the chemical characteristics of all of these materials is presented under Rules <br />2.04.6 and 2.04.9. <br />Flammable liquids, such as oil and fuel, will be protected from spilling into adjacent areas by earthen <br />structures surrounding each storage tank.
