The inspection was conducted <br />by Harry Ranney of the Division of Reclamation, Mining and Safety (the Division), the report was completed by <br />Clayton Wein of the Division.. No company representative was present for the inspection. The weather was clear <br />with a temperature of 77 degrees fahrenheit. The ground conditions were dry. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.0 5.18: <br /> During the inspection, ponds located throughout the main facilities area were inspected: <br /> <br />- DP -1 Pond (Photo 1): <br />The DP-1 pond was impounding water at the time of the inspection. The embankment for the pond was well <br />vegetated and stable. There were no indications of erosional features. The primary and emergency spillways were <br />free from debris and capable of functioning as designed. The pond has an abundance of cattails in it. Cattails are <br />beneficial in helping reduce the sediment load and TSS in the pond. <br /> <br />-PP-1 and PP-2 Ponds (Photo 1): <br />The PP-1 and PP-2 ponds area ass ociated with the coal processing plant. Both ponds were holding water during <br />the inspection. The embankments were well vegetated and stable. There were no erosional issues identified. <br />There were no issues identified with the spillways for the ponds. <br /> <br />- RP -2/3 Pond: <br />All cells of the 2/3 pond were dry. The embankments for the ponds were stable and well vegetated. There were <br />no indications of erosional features and the spillways were clear from debris.
