April 26, 2018 C-1996-083/Bowie No. 2 Mine JHB <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 9 <br />Number of Complete Inspections this Fiscal Year: 3 <br /> <br /> Page 3 of 6 <br /> <br />approaching discharge elevation. Pond C had been cleaned out about 1 year ago according to Bill Bear. There <br />was considerable storage volume remaining in the pond. A small tree had established on the out slope of this pond. <br />At this time it appears to be outside of influence of the pooled water, and is not near the discharge pipe. It is <br />located at the east end of the pond alongside the haul road. A pool of murky water was present in the bottom of <br />pond C. The operator has created a sediment sump area at the inlet of the pond to allow easier clean out of <br />sediment. Pond D was holding a shallow pool of murky water, with ample storage volume remaining. Pond F <br />was holding a shallow pool of water, well below the discharge elevation. Pond J was observed and found to hold a <br />very shallow pool of murky water, This pond needs a sediment marker to aid in determining sediment clean out <br />timing. Pond B was observed and found to have adequate storage. Pond K was dry, with decent vegetation in the <br />bottom of the pond. <br /> <br />Ditches throughout the site were in good repair. BRL has been cleaning out ditches this spring. The ditch at the <br />base (south side) of Topsoil Stockpile D still needs additional sediment removed, though it visually appears able to <br />pass runoff. <br /> <br />Culverts throughout the site were in good condition. Only two culverts were identified as requiring cleanout . The <br />outlet of the culvert on the south side of the Fire Mountain Canal bridge to Gob Pile #3, was partially filled with <br />sediment, and requires clean out. The inlet to a culvert to Pond D, at the base of Gob Pile No. 1 needs to be jacked <br />open (it has been mashed partially during winter operations). <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> The mine operation was in good overall condition. BRL has been keeping abreast of on the ground <br />maintenance. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> The Gob piles were dry and no new refuse material was being placed on the piles/BRL was shaping and <br />allowing the northeast extent of Gob Pile No. 4 to continue to dry. This area is subject to TR115, which is <br />currently under review by the Division. BRL is proposing armoring to the gob pile ditch to reduce the flow of <br />water and sediment transport to the pond. Gob pile ditch subject to MR196 approval was inspected to observe the <br />implementation of the approved design. BRL staked straw “logs” into the ditch to function as check dams. Most <br />of the “logs” functioned well, though some had side cutting in spite of adequate keying in of the “logs. The <br />purpose of these “logs” was to slow runoff flow in this ditch and drop out sediment prior to reaching the pond. <br />This appears to be working. <br />BRL is reworking and re-compacting Gob pile #3 <br /> <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7):
