Janet Binns and <br />Clayton Wein represented DRMS. Christine Belka represented OSM, and met the State inspectors on site. Mr. <br />Bill Bear represented Bowie Resources, LLC. The weather was mild, dry and sunny. The Bowie No. 2 operation <br />is in Temporary Cessation and is no longer mining coal. There is a small pile of stoker coal available for <br />employee use at the coal storage area. <br />EXCESS SPOIL and DEVELOPMENT WASTE – Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br /> Portal B Excess material Slope is stable and holding up well. There were no signs of gullies or erosional <br />features within this steep slope. <br /> <br />EXPLOSIVES – Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br /> Bowie Resources no longer stores explosive materials on site. The former explosives storage bunkers <br />have been moved down to the east side of the D portal bench, near the Materials storage area. This is part of the <br />general clean-up of the portal bench area. <br /> <br />FISH and WILDLIFE – Rule 4.18: <br /> A young bear was surprised by the inspection as we approached the Terror Creek vent shaft. The bear ran <br />off and did not impede access to the shaft pad. The inspectors also observed a moose across the Terror Creek <br />drainage. It was considerable distance away and was not disturbed by the inspection. Numerous mule deer were <br />observed near the Bowie No. 2 facilities. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Ponds throughout the permit area were inspected.
