EXHIBIT C <br /> MINING PLAN <br /> COUNTY: Morgan <br /> OPERATOR: Castle Rock Construction Company of Colorado, LLC <br /> 1. Mining will commence in mid May 2018 or as soon thereafter as this permit is <br /> approved and will continue until the completion of a State Highway 144 re- <br /> construction project South of Orchard. The completion of this project will be in <br /> the fall of 2018. Reclamation will be complete just after the project is finished. <br /> 2. All of the topsoil along with the grass root zone on the existing rangeland will be <br /> salvaged for use in the reclamation process. Topsoil on the disturbed portions of <br /> the pit will be striped to a depth of 4-6 inches and stockpiled as shown on Exhibit <br /> E - Mining Plan Map, West of the affected area. The topsoil will be placed back <br /> on the reclaimed area to the same 4-6 inches, when possible, during excavation as <br /> the remaining aggregate is excavated, thereby minimizing the size of the topsoil <br /> stockpile. <br /> 3. Overburden is not anticipated in this mining operation. <br /> 4. If stock piles are left for extended time over 180 days it will temp seeded. <br /> Temporary seeding will utilize the seed mix stated in the reclamation plan. Any <br /> runoff from the stockpile will be channeled toward the excavation area. No <br /> drainage ways will be blocked by or contact the stockpile of topsoil. Topsoil <br /> placement will be complete by the late fall of 2018. <br /> 5. Thickness of borrow material will be a maximum of 15 feet. <br /> 6. Borrow material will be excavated within the pit limits and hauled directly to the <br /> project site off of the property. No processing of the material will occur on the <br /> site. <br /> 7. A temporary 2,100' by 30' access to this county road will be built by CRCC and <br /> is included in the pit limits and acreage totaling 16.5 acres that is being requested <br /> in the permit. This temporary entry enters directly onto existing State Highway <br /> 144. The access road will be returned to existing contours when mining is <br /> completed and returned to its current use as rangeland other than approximately <br /> 500' that is currently in use as a farm drive. <br /> 8. The pit is existing hill tops in rangeland. 3'-18' in depth will be mined by <br /> beginning at the northwest edge of the pit limits and excavating Easterly. The pit <br /> floor will be graded to a relatively level elevation for approximately 300 feet and <br /> then a max 4:1 slope will be built on the eastern side of the pit. <br />
