20 March 2018 C-1981-010/Trapper Mine RAR

Number of Partial Inspection this Fiscal Year: 8
Number of Complete Inspections this Fiscal Year: 3

This was a complete inspection of the Trapper Mine; C1981010, operated by Trapper Mining
Inc. The inspection was conducted and the report prepared by me, Robin Reilley of the DRMS.
Graham Roberts, Trapper Mine representative was present throughout the inspection. Skies were
clear and temperatures ranged from 32 to 60 degrees Fahrenheit. A blast was observed. As
some roads were soft due to warming temperatures portions of the site to be inaccessible. Staff
was observed setting up for a drone flight at east end of the site just west of the Deacon Jeffway
ditch.

MAINTENANCE ITEMS: Ponds and Culverts
Outstanding maintenance items related to culverts SA7, SA4A, SA2, AE11were discussed. The
culverts in question were visited but due to still frozen conditions in the watersheds the culverts
held ice at the discharge ends, making it difficult to verify how the culvert lining material is
functioning. A future inspection will verify outstanding maintenance issues. All ponds observed
appeared to be functioning adequately.

INSPECTION:
GENERAL MINE PLAN COMPLIANCE:

Photo 1: Looking west over area to be mined as N pit. The Craig station is visible in the background.

Main haul roads were dry. At the time of inspection the spoil was being cast, coal was being
excavated and hauled; ash was being hauled and over-burden was being loaded, transported and
placed in benches. One dragline, the Baby Doe was operating casting spoil. The two other
draglines were idle at the time of inspection. Located against the Deacon Jeffway Ditch, the
eastern stripping boundary was observed; TMI is ready to excavate coal in this area. The ditch
was inaccessible today due to road conditions. The 2018 stripping boundary requires expansion
to the east. An overburden blast was observed. No offsite hydrologic or air quality issues were
observed at the time of inspection.

SIGNS AND MARKERS Rule 4.02
o Topsoil stockpiles observed were clearly marked with identifying signs.
