Colorado Department of Public Health and Environment <br /> Air Pollution Control Division <br /> A&S Construction Co. <br /> Permit No. 01 P00032 <br /> Issuance 3 <br /> STATE AND FEDERAL REGULATORY REQUIREMENTS <br /> 7. Visible emissions shall not exceed twenty percent (20%) opacity during normal operation of the <br /> source. During periods of startup, process modification, or adjustment of control equipment <br /> visible emissions shall not exceed 30% opacity for more than six minutes in any sixty consecutive <br /> minutes. Opacity shall be determined using EPA Method 9. (Reference: Regulation No. 1, <br /> Section II.A.1. &4.) <br /> 8. This source is subject to the odor requirements of Regulation No. 2. (State only enforceable) <br /> 9. This source is subject to New Source Performance Standards requirements of Regulation No. 6, <br /> Part B, Section I, C. Standards of Performance for New Fuel Burning Equipment. <br /> Standard for Particulate Matter <br /> On and after the date on which the required performance test is completed, no owner or operator <br /> shall cause or permit to be emitted into the atmosphere from any fuel-burning equipment, <br /> particulate matter in the flue gases which exceeds the following: <br /> a. In excess of 0.5 lbs. per million Btu heat input for fuel burning equipment of not more than <br /> one million Btu per hour total input. <br /> b. For fuel burning equipment generating greater than one million but less than 250 million <br /> Btu per hour heat input, the following equation will be used to determine the allowable <br /> particulate emission limitation: <br /> PE = 0.5(FI)-026 <br /> Where: <br /> PE is the allowable particulate emissions in pounds per million Btu heat input. <br /> Fl is the fuel input in million Btu per hour. <br /> If two or more units connect to any opening, the maximum allowable emission rate shall <br /> be the sum of the individual emission rates. <br /> c. Greater than 20 percent opacity. <br /> 10. This source is subject to the sulfur dioxide emission requirement of Regulation No. 1, Section <br /> VI.B.4.b.(i): <br /> Units with an oil heat input of less than 250 million BTU per hour: <br /> 0.8 pounds of sulfur dioxide per million BTU of oil heat input. <br /> 11. This source is subject to Regulation No. 6 — Standards of Performance for New Stationary <br /> Sources, Part A— Federal Register Regulations Adopted By Reference, Subpart I - Standards of <br /> Performance for Hot Mix Asphalt Facilities, including, but not limited to,the following: <br /> AIRS ID: 777/1674/001 Page 4 of 12 <br />
