The tanks associated with this plant do not have overfill protection. A person must be <br /> present and attentive during all tank-filling operations. The following is a list of procedures <br /> that will be followed during each delivery of fuel or filling of vehicles. <br /> The driver/operator shall be present and attentive during the transfer of oil from the bulk truck <br /> to the AST. Because liquid volumes change with temperature, tanks should not be filled <br /> above a level that will result in overflow after thermal expansion. Signs of spillage should be <br /> noted and remedial action taken, if necessary. <br /> Observation of Deliveries - The Plant Manager or designee will supervise deliveries for all <br /> new suppliers and will periodically observe deliveries for existing, approved suppliers. <br /> Delivery observations include: <br /> • vehicle inspection prior to delivery and departure (e.g., to make sure the driver does <br /> not drive away with the hose in the fill pipe); <br /> • inquiry to ensure the truck contains the right product for the tank; <br /> • assurance that the tank can hold what the supplier intends to deliver; and <br /> • adequate spill response equipment is on board the vehicle. <br /> Equipment Filling (Dispensing) - Equipment filling operations will be performed by trained <br /> facility personnel only. Facility personnel will monitor the fueling area for safe and proper <br /> operation, and will take immediate action to correct any deficiencies. <br /> 112.8(c) (10) Promptly correct visible discharges which result in a loss of oil from the container, <br /> including but not limited to seams, gaskets, piping, pumps, valves, rivets, and bolts. You must <br /> promptly remove any accumulations of oil in bermed areas. <br /> Plant operators will observe, clean up and repair the cause of any leaks as soon as possible. <br /> 112.8(c) (11) Position or locate mobile or portable oil storage containers to prevent a discharge as <br /> described in 112.1(b). You must furnish a secondary means of containment, such as a berm or <br /> catchment basin, sufficient to contain the capacity of the largest single compartment or container with <br /> sufficient freeboard to contain precipitation. <br /> The entire plant is located within a depression area, and the 10,000 gallon diesel and 30,000 <br /> gallon asphalt cement tanks are also located within a berm of sufficient size and <br /> impermeability. <br /> 3.1.5 Inspections and Recordkeeping <br /> 112.7(e) Inspections, tests, and records. Conduct inspections and tests required by this part in <br /> accordance with written procedures that you or the certifying engineer develop for the facility. You <br /> must keep these written procedures and a record of the inspections and tests, signed by the <br /> appropriate supervisor or inspector, with the SPCC Plan for a period of three years. Records of <br /> inspections and tests kept under usual and customary business practices will suffice for purposes of <br /> this paragraph. <br /> The tanks are inspected every morning prior to plant start-up. The inspection consists of a <br /> complete walk through of the facility to check for tank damage or leakage, stained or <br /> discolored soils and excessive accumulation of water in containment areas. <br /> Portable Gencor Asphalt Plant Page 7 <br /> SPCC Plan August 31, 2005 <br />
