1.3 Portable Plant Description
1.3.1 Portable Plant Operations Description
This portable hot mix asphalt plant, referred to as the Gencor Asphalt Plant, is owned and
operated by A&S Construction Company. The Gencor Asphalt Plant consists of the plant
with aggregate bins, asphalt cement tanks, diesel tanks, and a generator trailer.
Oil products used for this portable plant include diesel fuel, burner fuel, asphalt cement, and
heat transfer oil.
The Gencor Asphalt Plant is relocated to various job locations as required by the project.
Typically, the plant may remain on the location for four to six weeks, although longer
durations are possible. Although the listed equipment is commonly used in the plant, the
equipment may change from time to time as necessitated by varying operation and
maintenance requirements. The equipment could have varying tank sizes; it is the Plant
Manager's responsibility to determine the required secondary containment volumes if the
equipment is changed.
This portable plant is typically operated up to 12 hours per day by 3 operators.
1.3.2 Drainage Pathway and Distance to Waterways
This section should describe the facility's proximity to bays, rivers, streams (perennial or intermittent),
creeks, ditches, flood control channels, storm drains and other waterways. Hydrologic systems should
be diagrammed or described.
The Gencor Asphalt Plant is a portable plant; therefore, the proximity to waterways will
change for each new location of this plant. The Plant Manager(s)will minimize the possibility
of discharge of potential oil spills to waterways by locating the plant or oil containing portions
of the plant in an existing depression area or creating a depression prior to setting up the
portable plant.
Portable Gencor Asphalt Plant Page 2
SPCC Plan August 31, 2005
