The purpose of the inspection was to conduct LiDAR <br />surveying of the portion of the mine known as Trac t 71. After the LiDAR surveying was complete, a partial <br />inspection ofthe mine was conducted. The inspection was completed by Clayton Wein and Janet Binns of the <br />Division of Reclamation, Mining and Safety (the Division). Tonya Hammond of Snowcap Coal Company (SCC) <br />was present for the inspection. Jim Stover of J.E. Stover and Associate s was present for the LiDAR Surveying. <br />The weather started out Cloudy with high winds and a temperature of 40 degrees fahrenheit . The weather turned <br />to s unlight and calm conditions at about 11:00 am. The ground conditions were mostly dry with a few locations <br />being damp. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The trenches created by the land owner of the SE 1/4 of Section 34 , also known as Tract 71, (documented <br />in previous Division inspection reports) did not appear to have changed from the March 2018 inspection (Photo 1). <br />At the time the trenches did not connect to any other structures. A few trees, thought to be cottonwoods, have <br />been planted along the eastern section of the trench. The trench was observed to be interrupted in two locations: <br />the first being over the Ute Water line, and the second being under the power line. There were not any subsurface <br />holes identified in the trench or adjacent to the trench. <br /> <br />SAEs inspected at the site were in good repair. There was no evidence of erosiona l issues on the reclaimed <br />parcels. Drainage on the site appears to be reporting to the proper control features. There were no concerns <br />identified. <br /> <br />During the inspection the ground was dry. No puddles or ponded water were observed at the mine site. The
