0 <br />April 10, 2018 <br />Page 4 <br />Please ensure all pages associated with the approved revisions are included in the <br />proposed updates to Colowyo PAP's text. <br />Response: All applications that have been approved since the submittal of RN -07, as noted in the <br />Division's comment, have been incorporated in the PAP and maps associated with RN -07. <br />14. The Division has performed an updated reclamation cost estimate for the Colowyo Mine. <br />The total value of this estimate is $304,671,436.56 (see attached cost estimate). The <br />Division's cost estimate is consistent with previous cost estimates approved by both the <br />Division and Colowyo. The Division respectfully requests a response from Colowyo with <br />any questions regarding the cost estimate or an acceptanceof the Division's estimate. <br />Response: Tri-State met with the Division on March 8, 2018 at the Division's office to discuss Tri - <br />State's draft comments on the Division's RCE for RN -07. During that meeting Tri-State conveyed <br />its draft comments on the RCE for RN -07 to the Division. The spreadsheet that was developed and <br />presented to the Division during the meeting has been updated to reflect the agreements from the <br />meeting, and the entire spreadsheet is included herein for the Division. <br />15. The Division has per an updated reclamation cost estimate (RCE) to reclaim the <br />disturbance associated with the Collom Haul Road Cumulative Bond Schedule (see <br />Exhibit 13C). The total value of this estimate is $4,950,600.86 (see attached cost <br />estimate). This estimate includes the revisions to Exhibit 13C associated with the <br />approved TR -108, TR -113, and TR -115 as well as updates the Collom Haul Road <br />Crossing (see task 002 of the attached cost estimate). It should be noted that this value <br />is an update to the already approved RCE and not a full liability increase of <br />$4,950,600.86 The Division's cost estimate is consistent with previous cost estimates <br />approved by both the Division and Colowyo. The Division respectfully requests a <br />response from Colowyo with any questions regarding the cost estimate or an <br />acceptance of the Division's estimate. <br />Response: Tri-State is not going to provide comments on the Division's RCE for Exhibit 13C <br />under this permit renewal adequacy response. The Division and Tri-State have worked extensively <br />together under TR -118 to ensure the RCE associated with Exhibit 13C is current and con-ect. TR - <br />118 will be approved prior to this renewal package being approved; therefore, it is Tri -States <br />believes that the RCE from TR -118 should replace the Division's RCE calculated for the permit <br />renewal application. <br />16. While the Collom Haul Road Crossing is currently bonded as part of Exhibit 13C, there <br />currently does not exist any discussion within the exhibit about the crossing.
