Colowyo Coal Company L.P. <br />III. Summary of Reclamation and Management <br />As shown on Map 1, 97.0 acres (WP024) is requested for Phase I bond release and is <br />located in the West Pit and this unit was backfill and graded in 2017. The reclamation <br />parcel is comprised of three distinct parcels divided by two permanent post -mine <br />channels. The reclamation units were backfilled, regraded, and partially topsoiled and <br />seeded in 2017. The work completed includes regrading to the approved post -mining <br />topography and construction of post -mining drainage channels. The reclaimed area has <br />been regraded consistent with the approved post -mining topography (See Map 19 and <br />19A, Permit C-1981-019 for the approved post -mining topography), and follows all <br />criteria set forth for Phase I bond release by the Division. Please refer to Map 3 for two <br />(2) representative cross-sections of the regraded areas in relation to the approved post - <br />mining topography. Permanent post -mine channel segments have been established in this <br />Phase I area in accordance with the approved construction design parameters located in <br />Permit C-1981-019. These reconstructed channel segments are not being applied for <br />release under this application as the entire watershed reporting to these structures has not <br />been reclaimed to date. <br />A 1.4 -acre parcel (ST005) being applied for Phase I was a fire line that was cut in <br />adjacent to the West Taylor Temporary Fill and this area was reclaimed in 2016. Please <br />see Section Volume 1, Section 4.12 for a discussion of the wildland fire that occurred. <br />This reclamation parcel was a fire line cut in to stop the spread of a wild land fire and <br />was seeded only. No backfill, regrade, or topsoiling occurred as the area was not mined <br />and was only brushed. Please see Map 1 for the location of this parcel. <br />EP060 is a 4.6 -acre parcel that was a topsoil stockpile location and corresponding road to <br />remove the topsoil from the stockpile and this parcel was reclaimed in 2017. No mining <br />occurred at the location of the stockpile or road, therefore; once the topsoil was removed <br />it had topsoil replaced, was roughened and seeded. No backfill and regrade occurred as <br />the area was not mined, and the final post -mine surface matches the pre -mine condition. <br />Please see Map 1 for the location of this parcel. <br />A 0.5 -acre parcel (WP022) being applied for Phase I was a road cut into a power pole <br />that snapped during a high wind event and the area was reclaimed in 2016. Please see <br />Section Volume 1, Section 4.12 for a discussion of this event. This reclamation parcel <br />was an emergency road cut in to replace the broken pole. No backfill and regrade <br />occurred as the area was not mined, and the topsoil that was windrowed was replaced and <br />seeded. The final post -mine surface matches the pre -mine condition. Please see Map 1 <br />for the location of this parcel. <br />GFO1 is a 3.4 -acre parcel that was a historic administrative building location for <br />Colowyo. No mining occurred at this location. The reclaimed area has been regraded <br />consistent with the approved post -mining topography (See Map 19), and follows all <br />criteria set forth for Phase I bond release by the Division.
