Page 2 <br />April 9, 2018 <br />Rule 4.15.11(2)(c) was applied. The statistical demonstration supported the hypothesis of `no <br />difference' and the revegetation was deemed successful. The allowable herbaceous production in <br />2014 was 1687.1 lbs/ac which exceeded the reclamation standard of 690.4 lbs/ac. Sample adequacy <br />was not achieved in the reclamation areas in 2014 so Rule 4.15.11(2)(c) was applied. The statistical <br />demonstration supported the hypothesis of `no difference' and the revegetation was deemed <br />successful. The production standard was demonstrated to be successful for both 2012 and 2014. <br />Woody Plant Density <br />The woody plant standard has two criterion: a background standard of at least 180 stems/ac and a <br />concentrated density standard of at least 1800 stems/ac. <br />In 2012, the background density was 773.0 stems/ac which exceeded the 180 stems/ac standard. <br />Sample adequacy was not achieved in the reclamation areas in 2012 so Rule 4.15.11(2)(c) was <br />applied. The statistical demonstration supported the hypothesis of no difference and the <br />revegetation was deemed successful for the background standard. The concentrated density was <br />2,068.0 stems/ac which exceeded the 1800 stems/ac standard. Sample adequacy was also not <br />achieved for the concentrated areas so Rule 4.15.11(3)(a) was applied to demonstrate <br />reclamation success. <br />In 2014, the background density was 509.9 stems/ac which exceeded the 180 stems/ac standard. <br />Sample adequacy was not achieved in the reclamation areas in 2014 so Rule 4.15.11(2)(c) was <br />applied. The statistical demonstration supported the hypothesis of no difference and the <br />revegetation was deemed successful for the background standard. The concentrated density was <br />2,513.1 stems/ac which exceeded the 1800 stems/ac standard. Sample adequacy was also not <br />achieved for the concentrated areas so Rule 4.15.11(2)(c) was applied to demonstrate <br />reclamation success. The woody plant density standard was demonstrated to be successful for <br />both 2012 and 2014. <br />Diversity Standard <br />The diversity standard has one mandatory test and three alternate tests of which two must be met. <br />The mandatory test is that no single plant species can exceed 60% relative cover. The three <br />alternate tests are: Total Species Density Test, Species Density Distribution Assessment Among <br />Lifeforms and Native Species Presence Assessment. The alternative tests are described in the <br />pemit, Section 2.05.4 starting on page 51. <br />In 2012, the mandatory test was passed with the most abundant species of alfalfa having 18.11% <br />relative cover. The three alternate test were also passed in 2012. In 2014, the mandatory test <br />was passed with the most abundant species of intermediate wheatgrass having 52.0% relative <br />
