road. The upper segment along the steep canyon side slope did not exist prior to mine <br />development, and was constructed in 1977. The lower 6,300 feet of the roadway, <br />extending from the State Highway to the coal waste disposal site, was re-classified as a <br />haul road in 2004, and was used on an occasional basis to haul coal mine waste to the <br />coal waste disposal site. An approximate 1,000 foot segment of the haul road in the <br />immediate vicinity of the coal waste disposal was relocated to the north and <br />reconstructed in 2004, to allow sufficient room for construction of the disposal site. <br />The upper canyon side slope section of the access road was fully reclaimed in 2007. A <br />short segment of the access road along the Munger Creek valley floor east of the <br />coal waste disposal site, and most of the length of the haul road west of the coal waste <br />disposal site, was reduced in width during the 2007 reclamation project. <br />In 2017 a reclaimed emergency access road and associated reclaimed drill pad <br />comprising 3.3 acres was transferred from the adjacent McClane Canyon Mine permit, <br />C1980-004, to the Munger Canyon Mine permit with the approval of TR28. The <br />emergency drill pad, borehole and associated access road were constructed in <br />December 2005 and reclaimed in 2006. The reclaimed access road and drill pad are <br />located in Munger Canyon and were reclaimed with similar seed mix and a year prior <br />to the reclamation of the Munger Creek Mine Haul Road, Portal, Access road, and <br />waste rock pile (2007). It was logical to transfer this reclaimed area to the Munger <br />Canyon permit since it was reclaimed in a similar fashion as the Munger Canyon Mine <br />reclamation, and it is managed in the same manner as the Munger Canyon Mine <br />reclaimed areas. <br />A. Haul Roads <br />The section of the roadway that was re-classified as a haul road in 2004 is constructed <br />on grade along the valley floor, with an average grade of 2.3% and a maximum pitch <br />grade of 3%. Haul road construction, use and maintenance is addressed in Section <br />2.2.2.1 of the permit application. Reclamation is addressed in Section 3.3.1, <br />"Backfilling and Grading- Lower Road". A "Statement of Compliance in Lieu of <br />Certification" applicable to the segment of the road constructed prior to 1995 is <br />provided in Appendix O, page 3. The 1,000 foot segment of the road that was <br />reconstructed/realigned in 2004 is entirely within the disturbed area associated with the <br />rock waste disposal site and drainage from the road segment is directed to the waste <br />disposal area sediment pond. <br />The Division has approved the retention of the entire 6,300 foot segment of road <br />classified as haul road (with modifications as addressed in Section 3.3.1 of the <br />application). The road will accommodate the postmining land use (rangeland), and will <br />comply with all applicable performance standards. The landowner of the upper haul <br />road segment (BLM) has made a written request that the road be retained for further <br />use (Appendix L, Vol. III of the permit application package). The lower- most segment <br />of the haul road (approximately 112 mile in length), west of the BLM boundary, is <br />privately owned by #11 Enterprises, Ltd.
