2.05.4-6. The zones are based on the volume of topsoil salvaged from each area and <br />represent the depths of topsoil to be replaced in each area. For the designated prime <br />farmlands, a minimum of 48 inches will be replaced in two separate lifts. Spoil and Soil <br />Suitability Criteria are presented in Table 2.05.4(2)(d)-lA for the Morgan prime <br />farmland and in Table 2.05.4(2)(d) -IB for the remaining areas (those north of BB Road). <br />Regraded spoil will be mechanically loosened and mixed by ripping or approved <br />alternate forms of scarification in order to decrease compaction, increase aeration and <br />water movement, and increase plant rooting depths. Bench 1 Surface spoil and Bench <br />1 Subsoil Substitute are sampled for the criteria in Table 2.05.4(2)(d)-lA and 1B prior <br />to topsoil replacement. Subsection 5.0 of Section 2.05.4(2)(d) describes the mitigation <br />plan that will be employed for surface spoil that is found to be unsuitable. <br />Topsoil handling and placement procedures are described in Section 2.05.4(2)(d) <br />beginning with Subsection 10.0. The testing plan to be utilized to verify the suitability <br />of topsoil replaced is detailed in Subsection 14.0, while Subsection 15.0 describes the <br />remediation process to be followed should a soil sample parameter fall outside of the <br />allowable limits. <br />V. Sealing of Drilled Holes and Underground Openings <br />The Division will require that each hole, well or other underground opening be capped, <br />sealed, backfilled, or otherwise properly managed (4.07.3). <br />VI. Use of Explosives <br />A. The applicant has proposed to conduct blasting within 1,000 feet of buildings used as <br />dwellings, public building, school, church or community building, and within 500 feet <br />of facilities such as gasoline or water and sewage lines and abandoned underground <br />mines. The Division proposes to approve these lesser distances based upon pre -blasting <br />surveys, seismic investigations, and other appropriate investigations (4.08.4(7)). <br />B. The Division is proposing to approve the use of seismograph recorders to aide in the <br />design of blasts to determine maximum weight of explosives per delay. The design is <br />based upon cumulative seismograph records of each blast. The designs ensure that <br />blasts will not result in a failure and comply with the limitations of 4.08.4(10) at a 95 <br />percent level of confidence. (4.08.6(2)). <br />VII.
