March 21, 2018 C-1996-083/Bowie No. 2 Mine CCW <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 7 <br />Number of Complete Inspections this Fiscal Year: 3 <br /> <br /> Page 5 of 9 <br /> <br />Drainage Control; Surface Stabilization; Placement: <br /> There are four gob piles located at the Bowie No. 2 Mine. Gob Piles 1, 2 and 4 are keyed together and <br />located to the eastern section of the facilities area. Gob pile 1 has been covered and reseeded for several years. <br />The pile was stable and well vegetated. There were no erosional features observed. Gob pile 4 has been covered <br />over with subsoil. Volunteer vegetation has helped stabilize the pile and prevent excess sediment loss during <br />precipitation events. The pile was stable and well vegetated during the inspection. There were no indications of <br />erosion. Gob Pile 2 has been partly covered with subsoil. The areas that have subsoil on them were well <br />vegetated and stable. The upper half of pile 2 is exposed. During the inspection work was being condu cted to <br />repair minor rills on top of the pile that had developed from recent runoff events. The rills led to ditch D -F1. The <br />ditch was in good repair and functioning as designed. The low point in the ditch has sediment logs placed before <br />the outlet. The sediment logs were in good condition. As noted in the Hydrologic Balance section of this report <br />two ditches D-D7 and D-F8 have had down cutting of the channels occur. One revision has been approved to help <br />D-D7 and another will be sent to the Division soon to address D-F8. Gob Pile 3 is located at the south section of <br />the facilities area. Work on the pile has not yet started. When dry conditions contin ue, work will resume. There <br />were no observed erosional features and the pile was stable. The perim eter ditches were clear from debris and <br />capable of functioning as designed. <br /> <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br /> The haul road at the mine site is composed of a paved portion and an un-paved portion. The paved portion <br />of the haul road was in good condition and there were no indications of erosion. The un -paved portion of the road <br />was generally in good repair. There were some minor ruts; however, they were not significant enough to warrant <br />repair. The access roads to the Utilities Bench and the upper storag e pad are un-paved roads. The roads were <br />stable with no indications of erosional features. <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br /> Support facilities on-site that were inspected include: <br /> <br />- Utilities Bench: The utilities bench is the location for the mine vent fans, water storage tanks and substation. <br />There were no erosional features observed on the pad or the berms. The ditches and associated culverts were clear <br />of debris and capable of functioning as designed. No indications of instability were observed. <br /> <br />- D-Portals Bench (Photo 5): The D-portals bench was well kept and organized. The shop, office, D -portals, fuel <br />station, upper conveyor system and upper coal stockpile pad are located on the D-portals bench. The D-portals <br />have been sealed and the entrances to the tunnels were gated off. The upper coal stockpile no longer ha s any coal <br />placed on it. The pad was well maintained and in good condition. A small pile of coal is kept near the conveyors <br />for sale. This pile is predicted to either be sold or removed from the location by the fall of this year. The berms <br />were intact and there were no sections that had been breached. Culverts thro ughout the bench were clear of debris <br />(Photo 6).
