A concrete plug, reinforced <br />with rebar, was poured over the filled shaft which was then covered with fill material. <br />BRL applied for a partial Phase I bond release, designated SL -2, for the completed <br />reclamation v�Drk at the Bowie No. 1 East Mine and the Bowie No. 1 West Mine. The <br />Division approvedthis bond release request on April 9, 2004. On March 31, 2008, the <br />Division approved SL -3. The SL -3 bond release was for Phase I structural demolition at <br />the Bowie No. 1 Loadout, no acreages ire a part of the surety reduction. SL -4 was <br />approved on June 3, 2013. The bond release granted Phase I release of 70 acres at the East <br />Mine. SL -5 was approved on June 4, 2016. The SL granted the Phase I release of 1.0 acre <br />at the West Mine and Phase II release of 23.3 acres at the ROM Area and West Mine and <br />ROM Area. SL -6 was approved on March 27, 2018. A Phase I release of 2.31 acres was <br />granted for reclamation activities associated with five ponds at the East Mine andone Pond <br />at the ROM Area. SL -6 also granted the Phase II release of 58.84 acres associated with <br />the West Mine. <br />The train loadout included a scale, a truck dump, three silos, tvw conveyors, and a loadout <br />building linked to a rail spur. T hese structures have been demolished and remove d offsite. <br />A small shop, sewage treatment and substation are still in place at the site. Although mining <br />has ceased, the unit train loadout is still being utilized as a coal mining support facility.. <br />All facilities and coal handling structures are in compliance with the rules and regulations. <br />I11. Hydrologic Balance - Rule 4.05 <br />The drainage and sediment control system designs at the mine and loadout vvCre reviewed <br />for compliance with Rules 2.0 5.3 (4) and 4.05. This information is briefly described in the <br />PAP section applicable to Rule 2.05. Substantial design detail can be found in Volumes 8 <br />and 8A, Sheet 6, of the Bowie No. 1 West Mine design specifications, Volume 6, Map <br />6A -2C of the Waste Disposal Appendix, and Map 6A -5D of the Reclaimed Configuration <br />Appendix. <br />Findings <br />The applicant has demonstrated that sediment ponds and/or treatment facilities will <br />function properly to ensure that disturbed area drainage will meet the effluent limitations <br />of 4.05.2 and the applicable State and Federal water quality requirements for downstream <br />receiving waters. <br />The Division has granted small area exemption status from use of sediment ponds to seven <br />areas of the Bowie No. 1 Mine due to the limited size of the areas and due to the fact that <br />ponds and treatment facilities are not necessary for the drainage to meet the effluent <br />limitations of Rule 4.05.2 and applicable State and Federal water quality standards for <br />receiving streams and also due to the fact that no mixing of surface drainage with a <br />discharge from underground workings will occur.
