The main East Mine facilities area is located east of Steven's Gulch Road. All of the mine <br />buildings and coal handling structures have been demolished. Demolished facilities <br />included the office/bath house building, the warehouse and shop, a crushing and screening <br />building, a transfer tower, conveyor structures, and truck loading station. These structures <br />were either disposed of offsite or buried in place. Concrete foundations and piers were <br />broken up and buried in place. In addition, two water tanks (100,000 gallon and 200,000 <br />gallon) located on the north end of the disturbed area were removed. A fueling area, sewer <br />plant, and waste oil storage tank were reclaimed; the superstructure of the fueling area has <br />been demolished and disposed of offsite, and the sewer plant and waste oil storage tank <br />have been removed. The concrete foundations of the fueling facility and the waste oil <br />storage tank were broken up and buried in place. The coal which had been stockpiled at <br />the crusher/screener bench and at the highway coal stockpile next to the train loadout was <br />transported by truck to the Bowie No. I loadout and shipped out by rail. The highway coal <br />stockpile area was covered in one to two feet of soil and seeded and mulched in order to <br />temporarily stabilize the area until final reclamation. The adits at the Bowie No. 1 main <br />East Mine were backfilled with compacted, non-combustible fill in 2001. <br />Facilities at the Bowie No. 1 West Mine portal bench area included three portals, a <br />warehouse, shop, fueling station androck dust tank. A substation provideda power linkage <br />to the mine. All of the facility structures at the portal bench area were dismantled and <br />removed offsite. Some of the equipment was transported to the Bowie No. 2 Mine for use. <br />Concrete foundations were broken up and covered before the backfilling and grading <br />operations began. The three portal adits were backfilled with compacted with non- <br />combustible material in 2000. After structural demolition, the West Mine portal bench area <br />was backfilled and graded. The portal bench backfilling and grading operations began in <br />2000. Because of site constraints, it was not possible to backfill and grade the entire site in <br />one operation. Complete excavation of the fill material and removal of the East Roatcap <br />Creek culvertwould not leave enough room to construct a newsediment pond to treat the <br />runoff from the reclaimed area. Therefore, BRL decided to reclaim the site in two separate <br />stages. <br />T he first stage involved backfilling and grading the upper two thirds of the site and leaving <br />the East Roatcap Creek culvert and about 10 feet of cover fill in place. About 300,000 yds <br />of fill were moved, with 10,000 ydsremaining. T his allowed enough room to construct tmo <br />new sediment ponds directly over the East Roatcap Creek culvert. <br />Once the upper area is stabilized with vegetation, stage two will begin. The remaining fill <br />overthe East Roatcap Creek culvert will be excavated, eliminatingthe two sediment ponds <br />Then the East Roatcap Creek culvertwill be removed. If needed, another new, but smaller, <br />sediment pond will be constructed at the down gradient end of this disturbance. <br />A 200,000 gallon watertank and ventilation fan were part ofthe West Mine fan area, which <br />lies one-quarter mile north of the portal cut. The ventilation fan structure and the water <br />tank were dismantled and removedoffsite. In 2000, the ventilation fan shaft was filled with <br />a layer of non-combustible material, followed by coal refuse from the run -of -mine coal <br />stockpile.
