areas/structures need to be clarified so that they can be identified on Map 24 and the labels given on Map 24
need to match the names provided in the Permit text. Updating each facility description with a location
within the text of this section of the Permit would require updating many pages. The Division believes a
better alternative would be to create a new table that lists each of the facilities listed in the permit section and
a description of the location of the facility. The location description should be at a minimum the t/ section,
township and range of the facility or project area. Once this table has been created, it should be compared
with the Map 24 series maps to ensure each facility is depicted and labeled on the map.
Response: - The permit currently addresses the applicable regulatory requirement of identifying, locating, and
describing all mine facilities through the text description and referenced map(s). As indicated, the only
shortcoming may be some discrepancy in the naming or labeling of mine facilities between the text and map(s).
A summary table (Table 49b) has been developed listing the existing mine facilities and their locations. In
addition, the referenced facilities text description and corresponding map(s) have been reviewed and any
naming/labeling discrepancies addressed. The updated permit materials accompany these responses for
replacement in the PAP.
30. The Division has six different maps in the Map 24 series. The numbering/titles of the maps conflict and there
is significant overlapping between the maps. Many of the labels on these maps are too small to read. The
Map 24 series maps need to be updated and consolidated. Please create new maps that depict the surface
facilities, freshwater system, roads, pipelines, exploration corehole locations, etc. Please consolidate to a
minimum number of maps that meet the requirements of Rule 2.10. Please insure these maps are
titled/membered in a logical fashion. Each facility needs to have a label that is legible and matches the title of
the facility discussed in section 2.05.3(3) of the permit.
Response: - The approved Map 24 series (Surface Facilities and Freshwater Systems) currently consists of four
map sheets, which show different areas of the Mine property. Given that the Mine Permit Area encompasses
roughly 40 square miles, map formatting attempts to balance coverage area and detail, while limiting map sheet
overall size. Map formatting and labeling have been reviewed, the Map 24 series has been revised to address the
noted concerns, and the revised maps accompany these responses for replacement in the PAP.
31. Page 2.05-23 cites the Fuel Storage and Fueling Installation Upgrades designs are located in Exhibit 49U.
The exhibit cited should be Exhibit 49V. Please revise this page accordingly.
Response: - The referenced exhibit reference has been corrected and copies of the revised page accompany these
responses for replacement in the PAP.
32. The Division could not locate the 19RT Borehole discussed on Page 2.05-50 of the Permit, nor could it
ascertain how water is transferred to the 6MN Reservoir from this borehole. Please clarify this and update
the appropriate Map 24 series maps to depict the borehole and any necessary water lines. Please update
Map 16 as well to show these features.
Response: - The proposed 19 -Right Dewatering Borehole and Pipeline were permitted under TR10-73, but have
not yet been constructed. The borehole and pipeline locations were shown on a revision to Map 24 (Sheet 3 of 3)
that accompanied the revision application. The previously referenced revisions to the Map 24 series (Comments
29 and 30) include clear labeling of the proposed 19 -Right Borehole and Pipeline. Map 16 was deleted as
redundant, with PR92-02.
33. The Division could not locate the Trout Creek Sandstone Test holes (WT98001 and WT98002) discussed on
Page 2.05-65.1 of the Permit. Please clarify this and update the appropriate Map 24 series maps to depict
these boreholes.
Response: - The Trout Creek Sandstone Test Holes were permitted in 1998 under MR98-161. The location of
these holes adjacent to the Old County Road is shown on Figure 21-A of the PAP. The revised Map 24 series
includes the labeled location of these test holes.
34. Please revise page 65.2 to speck the depth of the 24" diameter NMD power borehole.
