The reservoir is not and will not be connected to the ground water.The operator does not have the <br /> water rights to fill the proposed sealed reservoirs.Their plan is,once the reservoirs are completed, to <br /> find an entity who has a large water rights that could use the reservoir at a later date. <br /> Prior to the final release of these reservoirs for water storage,The State Engineer's Office has to conduct <br /> a leak down test to make sure the reservoirs meet the standards before it is certified to store water. <br /> The Division run a query of all permitted and recorded wells in section 11,1213 and 14,T 18 S, R72 W. <br /> to make sure impacts to wells in the area will not occur due to pit dewatering. If a significant amount of <br /> water is dewatered, so mining activity can occur,there is a potential to impact shallow wells located in <br /> close proximity of the dewatering operation due to draw down. A total of 21 recorded wells were <br /> found, of which 1 was in section 11,another one in Section 12,19 were in Section 13 and one well in <br /> Section 14.Well depths ranged from 35 feet to 560 feet. Only one well was located with in 600 feet of the <br /> affected area,owned by Mr. Mark Brown,which both the Division and the operator agreed could be <br /> impacted,Mr. Brown did not sign the objection petition. However,even though the owner, did not sign <br /> the petition,possible impacts could occur to this well,and the Division has asked the operator to get an <br /> agreement with the well owner in the event impacts occur due to the dewatering process. The <br /> shallowest well,at a depth of 35 feet is owned by the operator(Front Range Aggregates), and is located <br /> in section 12. The other wells range in depth from 200 feet to 560 feet and are located in Section 13 and <br /> 14, South of the river.The river is a major source of water boundary that acts as a major control of the <br /> ground water in the area. Only one well,a sock well is located in Section 11 north of the River at a <br /> depth of 110 feet. Potential impacts to these wells from the dewatering operation is considered <br /> negligible,because,of their distance to the operation and the hydraulic gradient and depth of mining of <br /> the aggregate which will not exceed 45 feet. Impacts of the granite quarry north of the river is also <br /> considered negligible if any. <br /> It is therefore,the Division's determination that the applicant has fulfilled all of the requirements for <br /> approval of an Amendment to the reclamation permit for the Parkdale Quarry and recommend that the <br /> Board approve the Amendment. <br />
